2019-01-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/664338摘要：稻米是農業生產中最主要農作物且為國人長期以來主食，也是產值最高、耕種面積最廣、從農家戶最多產業，因此我國政府農業政策均以稻米產業為重心，對其採行之支持及經費預算亦是所有農作物之首，足見政府對稻米產業重視。有鑑於稻米產業重要性，國內有許多學者致力於相關政策之研究，雖然稻米政策研究成果豐碩，但多是對單一或少數議題作分析，對於長期總體面的政策效果分析較少，故有必要檢討稻米長期以來相關措施成效。因此，本研究全程目標為探討千禧年後稻米產業政策，瞭解歷年實施政策內容、面對挑戰與執行效果分析並檢討政策實施效益，參酌國外稻米政策改革經驗，提出稻米政策調整之相關建議。<br> Abstract: Rice industry is one of the most important crop industries in Taiwan from the aspects of its planted area, number of farms as well as production value. Due to the reasons, the development of the industry becomes the major concern of the agricultural authorities. There is no surprised that many of current agricultural programs are directly or indirectly related to rice and very much government spending goes to the industry. Because of its significance in terms policy measures, budget, food safety, and trade talk, large numbers of past studies are devoted in the rice policy analysis. Albeit literatures are abundant, most of them centered on the evaluations of single policy, which hardly provides the whole picture of the policy impact. It is necessary to have a thorough assessment on the outcomes of the rice policies to meet the need of future policy reform. The purposes of the study are: to adopt statistic approach to show the trend of the development of the industry; to scrutinize the rice policies for the past decade; to provide the rice policy reform experiences of major countries; to summarize the stakeholders` opinions on The domestic rice programs; to conduct the policy assessment on the industry and to provide the suggestions as well.稻米產業休耕地活化調整耕作制度活化農地計畫paddy rice industryrevitalization of fallow farmlandadjusting the cropping system and activating farmlandpolicy assessment
