2017-02-202024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656288摘要:水土保持局近年來在執行集水區治理工程時,已逐步導入生態檢核機制,並強調工程治理持續落實生態友善是未來的重要工作。 然而由於專長訓練不同,許多工程人員面對生態議題時,常因欠缺相關的生態知識、技能、資訊及教育訓練,致使在操作生態檢核與相關生態友善機制時,仍有相當多的問題與困難,或是不熟悉與民間團體及民眾對話的作法,致使民眾參與溝通及民間意見收集不足,以致影響生態檢核的落實與成效。 此外,由於能夠執行生態檢核與生態友善作法的人力有限,也影響此機制與作法得以操作的範圍與案件量,因此需要積極辦理相關研習與訓練課程,進行相關人員的培訓,以落實生態友善工作並擴大其成效,使水土保持工作能達到「保育水土資源、維護自然生態景觀及防治災害」的目標。 本計畫之主要工作包括(1)辦理工程生態友善基礎課程,增加工程人員的生態知識,強化相關人員之生態保育理念、民眾參與方式、生態檢核基本操作與方法等之能力,使水土保持工作能達到「保育水土資源、維護自然生態景觀及防治災害」的目標。 (2)規劃工程生態友善進階課程,評估相關認證制度之可行性。<br> Abstract: In recent years, when carrying out the watershed management project, the Water and Soil Conservation Bureau (SWCB) has gradually introduced the ecological check mechanism, and stressed that the implementation of eco-friendly engineering and management is an important task in the future. However, the SWCB personnel often have considerable problems and difficulties in implementing ecological check, eco-friendly engineering and management due to the lack of relevant ecological knowledge, skills, information and education training, or unfamiliar with the practice of dialogue with civil society and the public. This has led to improper execution of ecological check and insufficient public participation in communication and collection of public opinions. In addition, due to the limited manpower available to carry out ecological check, which also affects the range and volume of cases in which this mechanism and practice can be operated, it is necessary to actively conduct relevant research and training courses for relevant personnel in order to implement eco-friendly work and expand its effectiveness.
