2023-01-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/700609美中貿易衝突、新冠肺炎全球大流行、烏俄戰爭等多重國際政治經濟衝擊之下，國際體系權力移轉加速發展， 國際秩序與制度變動劇烈，未來不可預期性提高，對自由國際秩序（liberal international order）及其「制度韌性」皆構成嚴厲挑戰，同時臺灣高齡化以及少子化下的趨勢難以逆轉，產業、技術與社會挑戰嚴峻。當此之際，在本中心關注之「韌性社會」主軸下，於地緣政治、國際秩序與全球化、區域整合層面應展開以下探索，以同時追求學術卓越與貢獻社會政策和國家戰略之目標。研究重點包括： ．針對疫苗分配的政治經濟學，分析各國在危機下展現的政經韌性， 並探討高齡化與少子化對相關韌性機制的影響。 ．了解全球化下各國政府對商品、資本、勞力、服務的跨境流動祭出不同型態與程度的貿易管制措施之下，對臺灣產業及勞動市場的影響。 ．歐盟機制設計迴避了主權問題，引發財政政策、貨幣政策的統合失誤，疑歐派興起；探討制度韌性為何在此失靈、臺灣如何做為借鑑。 ．由西方理論和東方歷史觀點並進，梳理印太區域國際秩序的脈絡與動態，讓臺灣具備在地緣政治變動中的韌性。 ．分析並掌握中國維持威權體制韌性的策略，提高臺灣應對地緣風險變化所需的敏感度和準確度。 Under the multiple international political and economic shocks such as the U.S.-China trade conflict, the COVID-19 pandemic, and the Ukrainian-Russian war, the power shift in the international system has accelerated the trend of international crisis. The international order and system have undergone drastic changes, and the unpredictability of the future has increased accordingly. Now, International order and its "institutional resilience" pose serious challenges to the international community deeply. At the same time, the trend of Taiwan`s aging population and declining birth rate is irreversible, and the industry, technology, and society face severe challenges.
