2008-04-122024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656018摘要：災害預警及應變工作為緊急事件之處置，與一般經常性業務有些不同，所需之人力、專業視該年颱風、豪雨或各類型災害發生之次數、期間而有極大之差異，故如何有效提供及運用專業人力以進行災害應變、預警及前置作業，一直是重要之課題。 　　因此本計畫研擬運用專業機構之專業能力及充足人力資源，於災前進行颱風或大豪雨天氣系統之即時監測與守視，災害規模極可能淹水區域預判；於災中進行颱風或大豪雨侵襲潛勢、河川水位預估、淹水潛勢、災損評估等一系列工作，以協助貴署掌握災情狀況、且於災後支援災損調查之行政工作及撰寫災後調查報告；並研擬後續「地區防災協力機構成立之前期規劃」之推動計畫。<br> Abstract: Disaster warning and emergency responses are the way to deal the emergent events. It is different from general works. The manpower adopted depends on the frequency of typhoons, heavy rains, and other disasters. Therefore, it is an important issue to apply professional manpower efficiently for disaster emergency responses, warning, and preparation. 　　This plan is going to apply the professional techniques and manpower source of professional agency to monitor typhoons or heavy rains, and to forecast potential inundation areas before disasters happen. During disaster events, forecasting routes of typhoons or heavy rains, and predicting rainfall, water levels of rivers, potential inundation areas, and inundation loss are the missions executed by disaster prevention service group (DPSG) to assist WRA to control the disaster situation. After disaster events, DPSG needs to support the disaster loss survey and survey reports. Additionally, DPSG will help WRA to draft the project of “A Preliminary Masterplan for Establishing Regional Disaster Prevention Cooperation Agency.”
