2015-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/690933摘要:都市的快速開發,使得地表不透水面積增加,進而對地表逕流產生直接顯著之影響,造成都市積淹水問題日趨嚴重。近年來,經濟部水利署與內政部營建署積極參考國外之經驗,希望可以藉由於美國推廣十幾年的低衝擊開發(LID,low impact development)技術,來減少都市發生洪災之機率,同時減輕現有排水系統所承受之壓力,甚至期望能減少雨水下水道之建設量。然而,在高密度開發且大尺度的都市下,LID 設施能取代多少雨水下水道之排水能力,即為本研究探討之目標。本研究將以新北市中和與永和區為例,蒐集該區域歷年雨水下水道管線分布資料,並以暴雨管理模式(SWMM),模擬不同密度之雨水下水道系統對逕流的影響,並觀察其排水空間使用的程度。接著分析低衝擊開發的情境,當部分雨水下水道以LID 設施取代時,比較整體排水系統對都市防洪效果之差異。本研究成果預期能夠量化低衝擊開發技術輔助雨水下水道系統之能力,並建議規劃雨水下水道系統與LID 設施搭配之比例,以減少大量的傳統硬式工程。<br> Abstract: Urban development had increased coverage of pavement and construction significantly, permeability of precipitation has reduced under this circumstance. This phenomena has caused floods in urban region in recent decades. Recently, MOEA and Ministry of Interior refer applications and regulations of urban development and governance worldwide, these applications is the foundation of new governance applications which will operated in Taiwan in future. Main idea of the improvement is based on LID (Low impact developement) and related techniques which has operated in the U.S. for more than decades. The objectives of the application are reducing risk of urban floods, instantaneous flow of drainage system and magnitude of sewage system construction in the future. However, massive and high density development of the urban region always facing high risk of flood during extreme precipitation. Assessments of LID application and related techniques is the main idea of this study. In specific, the assessment is focus on the comparison of drainage capacity between LID and traditional sewage system. This study will discuss a case study in Taipei area. Generally, this study will collect basic data of sewage system within the region and apply with SWMM (Storm Water Management Model) to manipulate the reaction of drainage capacity for different setting of precipitation. Moreover, this study will analyze the scenes of LID application in the same setting of manipulation. The results will be emphasized for the difference which had been made by LID applications.
