<br> Abstract: National Digital Archives Program (NDAP) has been initiated since 2002 to promote and coordinate content digitization and preservation at leading museums, libraries, universities, research institutes, and other content holders in Taiwan. During the first phase of the program (2002-2006), more than 2 million records which belong to 16 categories have been established. To broaden public access and promote Taiwan’s heritage to the world, NDAP have set a goal to provide multilingual service as a basis of international promotion and cooperation. Taiwan Digital Archives Multilingual Development Project aims to create the multilingual union catalogue and multilingual content for NDAP in next 5 years. In most cases, the way of resource description is focused on item level metadata. It provides details of an individual object but loses the whole picture of a category, while collection level description provides information about the collection as a whole rather than about individual items within a collection. Collection level description enables content holders to manage collections and to help users selecting collections and searching on the basis of summary description. Translation is absolutely essential on the development of multiliguality. In addition to manual translation, machine translation is another way to try. Cross-language information retrieval enhances the efficiency of public access to heritage holdings. Therefore, developing the multilinguality mechanism and adopting related technologies are the main research issues of this project. The objectives for this subproject in 2008 are:1) continuously working on collection level description and item level metadata schema, 2) translating selected digital archives into difference language, 3) developing the model of multilingual catalogue, 4) building SOP and rules to guarantee quality and progress of the catalogue, collection level description and item level metadata.
