2011-09-142024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/656137摘要:由於臺灣近年水資源供需問題日趨嚴峻,加上全球氣候暖化造成降雨強度和頻率的改變,人工增雨作業的進行,成為乾旱防救措施必須考慮的一環。近年水利署已進行若干人工增雨基礎研究,顯示暖雲種雲的方式可以在國內進行推廣。本團隊在2011年1~5月即引用研究成果,協助水利署進行地面暖雲人工增雨作業,同時也沿用歷年使用的冷雲設備,進行多次人工增雨作業。 本年度計畫重點為在已建立之人工增雨標準作業流程上,持續協助水利署執行地面冷雲與暖雲等種雲作業,發揮「人造雨工作小組」之「綜合作業組」角色。在冷雲暖雲種雲作業方面,我們沿用人造雨工作手冊及上年度實際作業中所建立的標準作業程序,包括:守視有利天氣和研判啟動人工增雨決策、通報地面種雲以及種雲後的水文資訊彙整等程序。並於有需要時協助更訂「人造雨作業手冊」、協助水利署購買暖雲燄劑及維護更新人工增雨網頁資訊平台。 綜合言之,本計畫預期成果為常態提供水利署較精確地面種雲時機,協助通報臺灣各區水資源局進行種雲作業,以提高降水機率及降雨量,亢旱時並本於氣象專業立場提供人工增雨作業相關新聞稿,使水利署人工增雨常態性作業運作順利。 <br> Abstract: Relating global climate change, the pattern and intensity of rainfall has changed and make the leaking of water resources more serious. It is necessary to treat the precipitation enhancement as one of the methods to prevent Taiwan from severe drought. According to recent research on cloud enhancement in Taiwan, cloud seeding on warm cloud is worth to be done in Taiwan area and we have helped WRA to operate precipitation enhancement with both warm cloud and cold cloud seeding facilities in January to May of 2011. Following the standard procedure of cloud seeding in WRA, we should assist the synthesis office of “Rainfall enhancement office” to monitor the ground-based cold/warm clouding seeding during drought warning stages. Meanwhile, the revise of operational manual for cloud seeding, drought web page maintenance and 200 sets of cloud seeding flares purchase are all covered in this project. In summary, this project is expected to try the best of art on precipitation enhancement.
