The growing water scarcity threat causes a decrease in water allocation for irrigation use to furnish water for public use during drought periods. To effectively allocate water resources, this study proposed a water allocation scheme that encompasses two important issues: build up drought thresholds; and investigate discount rates of irrigation water supply by artificial neural network. A look-up table for choosing a proper discount rate was established, and this could show the impact assessment of water allocation between public and irrigation water supply. The growth period of first paddy crop in Taoyuan was used as a case study. Results indicated that if the initial reservoir storage was lower than S 70, and the phenomena of water shortage of public use was detected but not serious. While the initial reservoir storage was as low as S 90, water shortage became severe. In addition, a proper discount rate on irrigation water supply for water resources management could be determined according to the look-up table for the impacts of discount rates on water deficiency levels of irrigation and public water supply, and the results in study showed the effectiveness in water allocation.
