2014-01-022024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/681619摘要:本研究是回應「二重疏洪道通洪能力重新檢討」計畫的結論與建議,針對淡水河關渡橋至河口間河段,進行防洪能力的檢核及防護措施的研擬。因屬民眾高度利用區(商業、休閒遊憩、景觀、生態保護等),本區現況難以施作大範圍的防洪工程,故主管機關迄今未公告堤防預定線,也未施作堤防、防洪牆等高強度的防洪保護措施,若遇大型颱洪事件恐有淹水之虞,且現況的防洪能力也無法有效因應氣候變遷的威脅,故極需研擬一套具體有效的疏散避難措施,再搭配局部、小型的階梯式矮堤等工程,以補強本區防護能力,故本計畫關鍵之處在找出淹水潛勢區域,並提出不至大幅衝擊研究區內生態的相關防護措施。 本計畫在服務建議書階段已進行過1次現地勘查,並已找出10數處地表高程低於4m或介於4-5m間的聚落,這些聚落將是後續疏散避難的主要研究對象。目前也已經完成各重現期(2、5、10、20、50、100、200年)的平面二維水理定量流模擬,及200年重現期的變量流模擬,並將水深結果與空照圖套繪、展示於GIS介面上,後續將再根據這些模擬分析結果,繪製淹水潛勢地圖、疏散避難地圖,並提出工程及非工程防護措施。<br> Abstract: Following the rapid urbanization of Taiwan, approximately 80% of the population lives in urban areas. These urban areas are usually near large rivers due to their inherent industrial and domestic water demands. Flooding and inundation along riversides caused by the heavy precipitation that is associated with rain storms or typhoons frequently occur in lowlands and floodplains. The Taipei metropolitan area is the biggest city with more than one-third of the total population of Taiwan. In this area, numerous severe flooding disasters caused by typhoon events occurred and resulted in heavy losses. This study conducts one of the advice of the previous project “On evaluating the capability for water conveyance of Erchong Floodway” (2010-2012). The study area is at the section between Guandu Bridge and river mouth of Tansui River. The aim of this study is to figure out feasible solutions to protect the overbank flood inundation of the study area. Due to no dyke exits in the study area and complex considerations of land uses is necessary, e.g. ecological preserve, leisure purpose, landscape viewing and so on, not only temperate structural measures but also non-structural measures will be taken into consideration. The numerical models will also be employed in this study to serve as evaluation tool to evaluate the potential regions of overbank flood risk.
