2016-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/687745摘要：聯合國教科文組織下的世界文化遺產舉世聞名，但文化遺產的保存卻引發了一連串的國家間衝突。柬埔寨和泰國之間，在2008年柏威夏寺遺址登錄為世界文化遺產後，發生幾起武裝衝突事件仍記憶猶新。 此外，世界遺產的制度本身也存在嚴重的問題，如： 1.僅限於聯合國教科文組織的成員國與地區申請 2.歸屬權造成的衝突導致”危機遺產”並未被詳加考慮 3.對於文化遺產的錯誤歸類造成理解遺址的真實性和完全性的歧異 如果考量上述的因素，現行的世界文化遺產登錄制度並沒有理想中的完善。此研究將透過梳理世界文化遺產制度在亞洲的情況，以釐清其手段所產生的問題，特別是以往台灣所知甚少的東南亞、南亞、西亞和中亞地區作為研究的主要目標。在釐清各個研究目標之後，將進一步提出一個改善的系統，利於達成制度背後的理想目標。同時，對於未來台灣在尋求登錄世界遺產的機會這件事上，提供一個可能的方向。 <br> Abstract: UNESCO’s world heritage is well known, however, a serious conflict among countries has happened related with preservation of cultural heritage, a peaceful activity originally. We are still memorizing several times recent shooting incidents, happened between Cambodia and Thailand, after the inscription of Preah Vihear temple ruins as world cultural heritage in 2008. Besides it, world heritage system also has several serious problems, such as; 1. The limitation of right for application within membership country/area of UNESCO 2. Inconsideration of acknowledgement as ‘heritage in danger’ with conflict of the ownership of heritage 3. Mal-distribution of inscribed heritages, caused different understanding of ‘authenticity’ and ‘integrity’ If consider such elements, we never evaluate that present inscription of World Cultural Heritage is holding in good condition ideally. In this study project, I would tray to clear several problems with procedure in present World Cultural Heritage system of Asia, in particular, Southeast Asia, South Asia and West/Central Asia as the main target, because, information of World Heritages in these area are not common in Taiwan. With achievement of such study targets, I would seek an improvement system towards more ideal direction.
