國立臺灣大學政治學系Department of Political Science, National Taiwan University林水波Lin, S.P.S.P.Lin2017-09-082018-06-282017-09-082018-06-281992-12http://ntur.lib.ntu.edu.tw//handle/246246/281761本文之旨趣在於檢試：政策本與政策執行力之間的一些關聯性。而其切入的角度，在於(一)探究政策本身所具的程序理性及實質理性，究竟如何衝擊到政策執行力的幅度；(二)分析政策本身的信度及效度如何關涉到政策的有效施行；(三)解析政策所欲解決之問題，其本身的屬性、涉入的利害關係人，問題的來源及主事者及主事者解決問題的能力，又如何影響政策的執行；(四)鑽研政策所面對的環境結構系絡，尤其是資源的稀少性，如何對政策執行造成一些漣漪效應。 上述這些層面的探討乃，和緊在所建立的分析架構上，以配合當代理論取向的政策過程研究內涵。即首先有了一套有關政策執行受政策本身影響的理論，再由這個理論闡釋：理論內各組成要素間之關聯性。This paper examines the relationships between policy itself and policy implementability. The foci to address this research problem are: 1.To anatomize how procedural and substantive rationality of policy impact on policy implementability; 2.To analyze the associations between policy reliability and validity and policy implementability; 3.To Study the role played by policy problem in the process of policy implementation; 4.To find out the ricochet effects of resource scarcity on policy implementability. The approach to achieve these examinations is to build up a theoretical framework and use it as a base for detailed analyses. This is the approach so-called theory-driven to policy implementation. The strategies to increase policy implementability from the appropriate design of policy itself are also addressed in this paper. Public spirit, an important energy for policy health, is particularly emphasized.journal article
