2023-08-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/654329《生物多樣性公約》自 1993 年生效以來,持續透過邀請締約方依據《公約 》整體的目標與策略計畫,訂定與更新國家層級的生物多樣性目標、策略與行動計畫 (National Biodiversity Strategy and Action Plans, NBSAP)。 生物多樣性公約更進一步呼籲全球、區域、國家到地方尺度均需加強生物多樣性的監測工作,以期為生物多樣性的保育與進展提供科學性的數據,一方面可以了解與掌握縣市各地區、國家或全球生物多樣性的保育狀況,另一方 面則是可檢討各國施政,以有效減緩生物多樣性的損失。林務局自 2015 年啟動「國家生物多樣性監測與報告系統規劃」計畫,並在 2019 年與 2020 年 分別推動「臺灣生物多樣性觀測網與觀測資料平台之建置」計畫以及「2020 生物多樣性國家報告編製與策略計畫」,完成建置臺灣生物多樣性指標觀測網以及撰寫國家報告。 雖然目前的管考系統已可大幅簡化林務局統整各單位所填報各工作項目辦理 情形的作業,但各單位承辦人填報的內容有不小的差異,且許多填報的內容難以量化,加上各資料集的品質各有落差,造成填報資料整合上的困難,許多績效指標也無法以量化數值呈現其變化趨勢,以致難以與 TaiBON 指標進 行連結,或支援如生物多樣性國家報告撰寫等工作的進行。同時,這些難以量化與整合的填報內容,也造成管考系統與 TaiBON 網站資料介接上的困難 ,以致無法自動更新所對應的 TaiBON 指標在網站上呈現的結果。由於因應生物多樣性公約組織所研擬 2020 年後生物多樣性目標與策略計畫,我國生物多樣性國家策略與行動計畫也將進行滾動修正,預期各單位所需填報的績 效指標也將進行調整。因此本計畫擬利用填報內容將有較大幅度調整的時機,在原有系統設計的基礎上,重新設計與建置新的管考系統,期望透過在系統建置固定且明確的量化指標填報項目、建立與 TaiBON 網站的資料介接、 發展自動化且定期更新的機制,以解決前述的問題。同時,也將參考過去幾 年管考系統的使用經驗,於新版系統的操作介面設計上能更直觀並貼近使用者的習慣操作方式。 因應2022年底國際間拍板定案之「昆明—蒙特婁全球生物多樣性框架 (Kumming-Montréal global biodiversity framework)」,本計畫之目的為 (1)加強 TaiBON 指標與各行政部門、學術單位、國家報告以及國際指標的連結。(2)建立TaiBON 指標資料自動化更新機制,並持續更新 TaiBON 指標資料與分析長期趨勢。(3)持續優化與定期更新 TaiBON 網站。(4)建置新版管考系統並與 TaiBON 網站資料介接。(5)加強 TaiBON 指標在國內與國外的應用與推廣。(6)建立臺灣國家生物多樣性報告定期撰寫的基礎以及進行英文化 。 Since the Convention on Biological Diversity came into effect in 1993, it has continually encouraged signatory parties to set and update national-level biodiversity goals, strategies, and action plans (National Biodiversity Strategy and Action Plans, NBSAP), in line with the overall objectives and strategic plans of the Convention. The Convention further calls for enhanced monitoring efforts on biological diversity at all scales — global, regional, national, and local — with the aim of providing scientific data to support biodiversity conservation and progress. This enables not only an understanding of the conservation status of biodiversity at the district, national, or global levels but also facilitates a review of governance by various countries to effectively mitigate biodiversity loss. Since 2015, the Forestry Bureau has initiated the "National Biodiversity Monitoring and Reporting System Planning" project, and in 2019 and 2020, it launched projects to build the "The establishment of the platform for observation data and Taiwan Biodiversity Observation Network (TaiBON)" as well as compiling the "2020 National Biodiversity Report," thereby completing the setup of Taiwan`s biodiversity indicator observation network and compiling the national biodiversity report. Although the current key-performance management system significantly simplifies the reporting process for the Forestry Bureau, there are notable disparities in the content reported by different units, and many reported items are difficult to quantify. Additionally, the quality of various datasets varies, complicating the integration of reported data. Many performance indicators cannot be quantified to show their trends, making it challenging to link with TaiBON biodiversity indicators or support tasks like compiling national reports on biodiversity. In response to the forthcoming "Kunming-Montréal Global Biodiversity Framework" to be ratified internationally by the end of 2022, the objectives of this project are: 1) To strengthen the connection between TaiBON indicators and various administrative authorities, academic institutes, national reports, and international biodiversity indicators. 2) To establish an automated update mechanism for TaiBON biodiversity indicators and continually update and analyze long-term trends. 3) To continuously optimize and regularly update the TaiBON portal website. 4) To build a new key-performance management system and integrate it with the TaiBON portal website. 5) To enhance the local and international application and promotion of TaiBON biodiversity indicators. 6) To lay the groundwork for the regular compilation of Taiwan`s National Biodiversity Reports and proceed English translation.生物多樣性指標;TaiBON;生物多樣性公約;資訊系統;biodiversity indicators;TaiBON;convention on biological diversity;information systems臺灣生物多樣性觀測網精進及推廣計畫-資訊系統
