2023-03-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/653136為加強研究氣候變遷下我國與各國相對應之農業政策與法規,及因應近年廣受重視的農業環境議題,包含碳中和、淨零排碳及循環經濟等,透過農業與環境經濟解決因應之道,本系擬於112年辦理為期4天之「國立臺灣大學農業經濟學系農業與環境經濟國際學術高峰會」。此研討會將廣邀國內外重量級學者(包含多位AAEA 院士)於2場專題演講及6場論文發表會議中分享與交流相關研究經驗及執行成果,期與世界知名專家學者共同集思廣益,交流並參考各國為因應氣候變遷下之農業與環境政策,以農業及資源經濟之角度更加深入地探討未來農業政策方向,以執行農業政策研究並對政府之農業政策及法規提出建言,並期望提升國內學術曝光度,增進國際學術交流,以提升我國高等教育學術研究能力、學術地位及我國國際形象與能見度。 歐盟、日韓、美國等國自2019年始相繼宣布 2050 年要達到碳中和,歐盟更提出「碳邊境調整機制」要求進口產品依據碳含量繳交憑證,加速各國減碳的進度。面對全球的淨零趨勢,我國也於 2021 年世界地球日宣示 2050 淨零排放是全世界的目標,亦是臺灣的目標。為達成此目標,能源轉型、資源循環利用、減碳機制制定與政策成本效益分析皆為必要的行動,希望可以達到環境、社會、經濟等全面向結構平衡。其中,減碳機制的制定和政策成本效益分析皆有農業與環境經濟學者的貢獻。這次國際學術高峰會的舉辦期望各國先進能夠互相交流目前研究發現,學習與參考不同國家做法和政策制定。本次高峰會將會是國內外學者的重要鏈結,協助國內學者與世界接軌。「農業與環境經濟國際學術高峰會」將會是新冠疫情解封後,國內外學術交流的最佳機會,不僅可以透過經驗分享學習各國針對淨零排碳的應對措施, 更可以提高我國農業經濟學研究在國際的知名度。 In the attempt to further analyze the agricultural policies and regulations of various countries under the influence of Climate Change in order to find a feasible agricultural solution through methods of Agricultural and Resource Economics as well as strengthen the academic co-operation in Agricultural and Environment Economics, the Department of Agricultural Economics of National Taiwan University (NTU) is holding “2023 International Summit on Agricultural and Environmental Economics” in September 2023. We sincerely invite all local and international scholars, including members of Agricultural & Applied Economics Association (AAEA) to participate this great event. This summit aims to provide a platform for sharing and exchanging research experiences and results, hoping to make suggestions for agricultural decision makers. Under the influence of Climate Change and the natural hazards caused by it, the world’s agriculture has, in recent decades, been experiencing the decrease of farm lands, the shortage of resources, the loss of agricultural productivity and the fluctuation on the prices of agricultural products. Therefore, it has been imperative for the governments to keep modifying agricultural policies and regulations in order to cope with it. Thus, sharing information and experience on agricultural policies under Climate Change has become more important than ever for the decision maters. Moreover, since 2019 the European Union, Japan, South Korea, and the United States have officially announced their goals to achieve carbon neutrality by 2050. The European Union has also proposed Carbon Border Adjustment Mechanism (CBAM) which requires imported products to submit certificates corresponding to the amount of carbon emissions generated in the production of those goods in order to hasten the progress of carbon reduction in other countries. In response to this, Taiwan declared its goal on achieving net-zero emissions by 2050 on Earth Day in 2021 to align ourselves with the global net-zero emissions pathway. To achieve this goal, actions such as energy transformation, resource recycling, carbon reduction mechanism formulation, and policy cost-benefit analysis are necessary with the intention of achieving complete structural balance between the environment, society and economy. By holding of this international summit, we aim to encourage the exchange of current research findings between countries, to provide a setting where economists can compare policy making experiences and to learn from each other.
