2007-08-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/653027摘要：公民對民主體制的支持態度，對一個新興民主國家的民主鞏固過程而言，是相當重要的因素。但是，何謂民主支持？以及何者是影響公民的民主支持因素？至今在東亞地區仍未出現比較完整的研究與分析，本計畫將填補這項空缺。本計畫對民主支持概念的界定方式，認為最重要的面向之一，是公民必須要反對其它任何可能取代民主體制的非民主選項，包括個人、政黨或軍事獨裁或威權政體。其次，公民對民主的支持，必須是將民主視為一個理想的政體。至於在影響公民對民主支持的因素方面，越來越多東歐、非洲與拉美民主化國家的經驗顯示，民主品質最具有解釋力。而如何測量民主品質的概念？早期研究都以總體資料作為觀察指標，到1990年代許多大型的國際組織或研究機構，則採取專家評鑑的方式。晚近，民主品質的研究趨勢，是採取大型的跨國調查計畫，從民眾的角度出發，來判定一國民主品質的高低。理由是民主品質要從真正經歷民主的人，再由這些人針對民主日常運作的狀況來評估。即所有的公民才是民主品質最好的裁判者，而不是學者與專家。本計畫擬使用「亞洲民主動態調查」計畫，針對東<br> Abstract: Citizens’ support for democracy is a very important factor in the process of democratic consolidation. However, what is support for democracy and which determinants affect citizens’ support for democracy, these issues are still lacked of systematic analysis in East Asia region. According to the definition of support for democracy used in this paper, the most important aspect of support for democracy is that the citizens must reject any alternative regime type to replace democratic one, including personal, party, military dictatorships or authoritarian regime. Furthermore, citizens must regard democracy as an ideal regime. As for what factors affect citizens’ support for democracy, there are more and more empirical studies from Eastern Europe and Latin America indicate that quality democracy is the answer. However, how to quantify the concept of quality democracy is still a problem. In the previous research, macro information was used as observatory indicators. In the 1990s, expert assessment was applied by large-scale international organizations or research institutes. In recent years, studies on quality democracy have applied cross-national survey study, from citizens’ viewpoint, to determine the quality of a democracy. The reason to apply survey research is to let those who experience democratization to assess democracy according to its day-to-day function. It is not scholars or experts but ordinary people who are the best judge to the quality of democracy.
