2020-01-012024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/660932摘要：鑑於近年禽流感層出不窮，而傳統農村飼養家禽之飼養環境、運輸方式及汙染防治皆無法達到生物安全標準，因此推動成立具有獨立防疫體系之智慧化家禽生物安全專區，並利用生物辨識晶片及溯源系統，可提升家禽養殖之生物安全防護，推動資源永續利用、減少畜牧污染、促進產業升級及減少產銷成本浪費。以此經驗提升國產畜禽產業競爭力與解決禽肉產品食安問題，並讓各項資源之運用優化，推廣並建立契約制度，保障專區內養禽農民之收益。 整合政府及民間企業合作溝通管道，進行家禽專區之推廣，並與地方政府、企業團體及社經相關單位協商合作，規劃輔導業者成立專區管理籌備處，協助小型場家禽農戶轉型。未來推廣專區至各縣市設置後，可引導禽場改善生產設備，提昇整體平均育成率，可穩定各類家禽產銷秩序，並優化國產家禽飼養模式，逐步確保國產禽肉自給率。並透過循環農業家禽專區之集中管理，強化農民技術知能，落實禽場生物安全軟硬體設施，妥善處理養禽場廢棄物及輔導改善污染源，亦能將生物安全規範逐步提升為國際規模，使台灣禽肉重返國際市場。<br> Abstract: Since avian influenza occurred prevalently, it`s difficult to attain the international biosafety standard including the breeding environment, transportation, and pollution control, for the traditional rural family-style farms, thus, it is necessary to establish a poultry biosecurity zone. Therefore, the establishment of an intelligent poultry biosecurity zone with an independent epidemic prevention system is a crucial milestone for the poultry industry in Taiwan. Combination with the biometric chips and traceability systems can improve the biosecurity of breeding, promote the sustainable use of resources, accelerate the industrial upgrade, and reduce the cost as well as livestock pollution. Furthermore, it could not only improve the competitiveness of domestic livestock and poultry industries as well as solve the food safety problem of poultry products, but also optimize the use of various resources, as well as protect the income of poultry farmers in the zone via establishing a contract system. For enhancing the cooperation and communications between the government and private enterprises, to promote the poultry zone and negotiate with local governments, business groups and socioeconomic related units should establish a special zone management preparation office to guide the transformation of small-scale poultry farmers. The promotion of the poultry zone through local governments could guide poultry farms to improve production facilities, increase the overall average breeding rate, stabilize the production and sales of various poultry, optimize domestic poultry breeding models, and ensure domestic self-sufficiency in poultry meat gradually. Besides, through the centralized management of the poultry zone, farmers` technical knowledge will be improved, and biosecurity facilities will be implemented on poultry farms. Moreover, the waste generated from poultry farms will be treated properly, and pollution sources will be improved.
