2020-04-092024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/662390摘要:近來聯合國召開「國家管轄範圍以外之海洋生物多樣性」(BBNJ)談判會議,其中海底電纜成為歷年會議討論議題之一。海底電纜分布於國家管轄範圍外之海床,為發展全球經濟之重要基礎設施,且於海床舖設施工與維護等各項人為活動具有影響海洋環境及海洋生物多樣性之可能,因此未來會議結果可能衝擊海底電纜產業及各國既有之規範體系。為因應國際海洋治理之趨勢,並兼顧環境保護與國家經濟發展,本計畫將持續追蹤 BBNJ 後續發展及分析其對我國之影響,並藉全面檢視我國海底電纜事實概況與規範體系,研提因應策略。<br> Abstract: Submarine cables, located on the seabed of areas beyond national jurisdiction, have been the topic of discussion in the UN Biodiversity of Areas Beyond National Jurisdiction (BBNJ) Conference in recent years. Submarine cables are infrastructure essential to the global economy, and more importantly, the laying, maintenance and human activities related to submarine cables may have an impact on the marine environment and marine biodiversity. As a result, the outcome of the BBNJ Conference will likely affect current legal regimes and bring about changes to the relevant industries.
