2012-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/673095摘要：行政院於101年所提出「中華民國建國一百年社會福利政策綱領」，藉由提出「邁向公平、包容與正義的新社會」願景，從保障弱勢國民，減少社會不公，到消除一切制度性障礙，並進一步保障所有國民參與社會的權利及平等的發展機會等宣示，以落實我國邁向新世代社會福利之發展基礎。惟在實際社會發展進程上，我國在人口及家庭結構上，面臨高齡化人口及少子女化的社會變遷，並因失業人口逐漸朝向青年世代，以及中高齡勞參率無法顯著提升等情況，導致所得分配議題在貧富差距擴大之爭議，成為社會輿論關注焦點。此發展趨勢反映在政府施政措施上，則突顯社會福利支出之財政問題以及相關社會保險(包含國民健康保險)債務的潛在風險。考量我國社會福利政策所面臨的挑戰與風險均屬多元，卻深刻影響社會長期發展穩定，並衝擊國家競爭力。爰如何借鏡先進國家發展經驗，從政府在落實社會長期穩定發展的社會保障施政措施基礎上，掌握發展趨勢，並定焦關鍵性議題，提出該領域之社會發展政策研究方向，乃本研究之目的。預期將歸納我國當前在實踐「中華民國建國一百年社會福利政策綱領」已有之智庫基礎以及尚有不足之處，並綜整各先進國家及國際組織主要智庫在社會保障領域之最新前瞻性研究議題趨勢，最後研提我國短中長期社會發展有關社會保障領域關鍵性議題及研究方向。<br> Abstract: The Guiding Principles for R.O.C. Centenary Social Welfare Policy has been announced by the Executive Yuan in 2012, by highlighting the vision of ‘Towards a New Society with Equity, Inclusion, and Justice’ to protect the disadvantaged citizens, reduce inequality, eliminate institutional barriers, and therefore further secure all citizens’ rights for social participation and equal opportunities for development. At the aspect of social development, the public opinion is concerning with the issues of demographic ageing and low fertility rate, youth unemployment, and low labor participation for the middle-aged workers that have in turn made worse of income gap between rich and poor. However, the welfare provision of the government is also confined by its fiscal capacity and potential debts of related social insurance schemes (including the National Health Insurance). There are more challenges for social welfare policy in Taiwan especially with the question how to maintain a stable social development and enhance national competitiveness. The purpose of this project is taking the experiences of other developed countries as lessons that would help to figure out the possible critical issues linking to our future development and plan the direction of research projects for social welfare policy. The expected contributions of this project include: review of existed research projects and their gaps to the new social welfare policy guideline; updating the social issues concerned by selected international organizations and thinktanks; and finally reorganizing the issues for suggestion of social welfare policy studies in short, middle and long terms.社會保障社會發展福利社會政策social protectionsocial developmentwelfaresocial policy
