2003-01-012024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/661629摘要:動植物防疫檢疫局負責我國的動植物疫情的監測與管理工作,是保護國內農業生產安全與自然生態環境的第一道關卡,而疫情的監測通報更是整個防檢疫工作的重要一環。植物疫情監測與管理需要顧及自然及人文環境因子。資源經營管理工作通常需要進行環境資源的監測、空間大小及分佈的度量、將相關資料加以繪圖展示、利用電腦模擬現象的演變與發展,亦即所謂的4個M's的工作。近年來快速發展的地理資訊系統,是一套可以同時整合屬性資料和空間資料的系統,同時可以提供上述四個M's的處理能力,因此地理資訊系統在環境資源經營管理上具有廣泛的應用價值。 鑑於地理資訊系統的應用發展潛力,防檢局希望能逐步引進地理資訊系統在植物疫情的管理與監測上。由於地理資訊系統的建置工作涉及不同層面的工作,包括:資料庫的規劃與建置、軟硬體購置、應用系統開發、測試與移轉等過程,而一個完備充分的整體規劃是建置成功的先決條件,因此我們為防檢局進行植物疫情地理資訊系統的整體規劃,以五個月的工作時間完成相關規劃工作。 <br> Abstract: The Bureau of Animal and Plant Health Inspection and Quarantine is in charge of Taiwan’s animals and plants’ pest inspection and management. This is key to protecting the safety of our domestic agricultural products and natural environment, and reporting pest inspection is an important part of the overall task. We should consider natural and human factors when doing plant pest inspection and management. The task often involves monitoring, measurement, mapping and modeling. Geographic information system (GIS) can integrate attribute data and spatial data, and do the task mentioned above. GIS, therefore, can be widely applied to environmental resources management. In view of GIS’ potential, the Bureau of Animal and Plant Health Inspection and Quarantine wants to gradually apply GIS to plant pest management and inspection. The establishment of GIS involves work at different levels, including designing and establishing databases, purchasing software and facilities, developing application systems, testing and transferring technology, etc. A complete design is the prerequisite of a successful system.
