2016-12-292024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/670539摘要：優質的公共治理，是提升國家競爭力與民主品質的基礎，也是影響民眾是否信任政府與政府施政滿意度高低的重要因素。本計畫的執行，將以2008年開始推動的「臺灣公共治理指標」(Taiwan Public Governance Indicators ; TPGI)多年期調查計畫為基礎，並診視當前台灣社會發展政策需求的現況與國際趨勢的演變，賡續進行必要之調整與調查。其中，計畫將以達致三大目標為準：（一）建構臺灣公共治理指標調查資料庫；（二）公共治理相關議題的深度研究；（三）即時性政策諮詢與研析服務。藉由前述公共治理指標的建構、重大社會問題病灶的診視，期能系統性地追蹤與監測當前政府治理的效能，據以提升政府治理的品質。為完善周延政府決策的即時應變性，本計畫亦將針對社會發展政策重大或突發性議題，規劃辦理政策即時諮詢和研析，裨益實務界與政府重大公共決策之參考。 <br> Abstract: National competitiveness and democracy quality cannot be well established without a good governance mechanism. In recent years, several considerable concerns have emerged regarding relevant topics on how to enhance the public’s trust and satisfaction, especially in terms of reforming the public governance system worldwide. To better understand the governance system’s development and diagnose the crucial problems in Taiwan, three critical elements are systematically explored in this study. First, this study aims to improve the existing Taiwan Public Governance Indicators (TPGI) Database, which has been established annually since 2008. This study will make some adjustments according to the current situation and context of Taiwan’s social development and corresponding to the international trends. Second, some case studies will be chosen to better understand the underlying public problem in Taiwan through the diagnosis of TPGI. Third, real-time policy advice and consultations will be provided in this study to address emergency problems related to public affairs or social problems. In this way, Taiwan’s public governance mechanism will be well-established, thereby enhancing Taiwan’s capacity governing mechanism.
