2017-01-162024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/657440摘要:世界氣象組織「氣象儀器與觀測方法指引」特別以「urban observations」章節討論都會地景與人為熱源造成氣象觀測環境的衝擊,加以建議都市氣象觀測的需求。本計畫針對台北市中心中央氣象局臺北氣象站觀測坪、板橋測站、大安森林公園自動站(預定2017年新增)以及大安森林公園西側的台北市新生國小校園氣象站,進行為期兩年的都會氣象觀測環境的影響評估。第一年完成上述氣象站和測風塔的環境遮蔽現況(儀器顯露度)以及人工熱源之定量調查記錄,以及三維數位地形圖檔建置和盛行風場、季節太陽軌跡日照被人工建物扭曲遮蔽的基本特徵。透過2016年7月27日台北熱浪個案,檢視校園氣象網加入現有局屬測站資訊,重新調整都市熱島區塊位置。此外,本計畫也搭起台北市政府公工務局公園路燈管理處和林業試驗所,針對大安森林公園以及台北植物物在公園冷島效應以及都會生態氣象監測之合作。本年度(第2年)將再深化不同天氣系統情境之下,氣象受到周遭三維地景氣流和光影之干擾,定量評估都市化影響氣象觀測的程度。其次,增加其他天氣個案繼續評估台北都市熱島現象,以及評估校園氣象網在氣象觀測密度增加的微氣象特徵。最後,以台北土城捷運機廠自動氣象站對應臺北氣象站(板橋)遷站的環境調查範本,做為日後其他城鄉測站搬遷選址的對策及相關標準作業程序之參考使用。<br> Abstract: In order to deal with the impact of urban landscape and anthropogenuous heating sourses on meteorological observations, World Meteorological Organization (WMO) proposes a chapter, urban observations, in 「Guide to Meteorological Instruments and Methods of Observation」technical report. In this two-year project, CWB weather stations at Taipei, Banchiao, Da-an Park (proposed site in 2017) and campus weather station in Xinsheng Elementary School of Taipei, will be revised on the environmental impact and build the evaluation procedure on the movement of meteorological sites. In the first year, we have revised the environmental roughness (instrumental exposure) and artificial heat sources. Air flow and sun shadowing simulation over 3-D street canopy are also conducted. The heat-wave case of July 27, 2016 in metropolitan Taipei was studied with campus meteorological network data to check the hot-spots in Taipei city. We also made linkages among CWB, Taipei City Hall and Taiwan Forestry Research Institute for cooperation on urban meteorology monitoring. The goals in the second-year progres are (1) more intestigation on the wind and solar radiation disturbance simulation by building surrounding weather stations. (2) more campus network data-denied case studies on Taipei heat-island phenomenon.
