2023-05-252024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/6541892019年底爆發的COVID-19疫情,對於我國人民的身心健康、乃至於整個社會的經濟與產業發展,造成巨大的衝擊與傷害,而政府自SARS以來所調整建構的傳染病防治體系也面臨嚴峻的挑戰。因此,本研究擬針對我國傳染病防治體系的發展、以及其治理模式的運作情形,進行全盤的檢討與省思,以提供未來防疫體系持續精進之具體建議。 研究重點將聚焦在衛生福利部疾病管制署(以下簡稱疾管署)的內部結構和外部互動兩大層面上。具體而言,內部結構層面包含:(一)組織面,研析疾管署的法定權限和組織架構的運作效能;(二)人力面,探討疾管署員額、官等和人力配置之合理性;(三)財政面,討論疾管署法定預算支應各項業務與應變緊急事件之財源;(四)治理面,剖析疾管署之運作、以及和其他機關之分工競合關係。疾管署外部互動層面之研析則擬由以下四個角度切入:(一)中央跨部會之橫向溝通;(二)地方政府間之縱向聯繫;(三)與民間團體之互動;以及(四)社會大眾之風險溝通。 研究方法除了採用文獻分析法之外,也將藉由與中央暨地方防疫機關人員、醫護人員、學者專家、以及民間團體成員的深度訪談和焦點團體座談,來蒐集第一手的質化資料。 The COVID-19 epidemic that erupted at the end of 2019 has caused significant impact and harm to the physical and mental health of Taiwanese people, as well as to the overall economy and industrial development of our society. The infectious disease prevention and control system that the government has constructed since the SARS outbreak is also facing severe challenges. Therefore, this research aims to comprehensively review and reflect on the development of Taiwan’s infectious disease prevention and control system and the operation of its governance model to provide policy recommendations for continuous improvement of the epidemic prevention system in the future. The research will focus on two major aspects of Taiwan Centers for Disease Control and Prevention (CDC): internal structure and external interactions. Specifically, the internal structure aspect includes: (1) organizational aspect, analyzing the CDC`s statutory authority, organizational structure, and its operational efficacy; (2) human resources aspect, exploring the CDC`s staffing and personnel capacity; (3) financial aspect, discussing the financial sources for the CDC’s budget to support various operations and emergency response events; and (4) governance aspect, analyzing the operation of the CDC and its division of authorities and competition with other agencies. When examining the external interaction aspect of the CDC, we plan to approach it from four perspectives: (1) horizontal interactions with cross-ministry agencies; (2) vertical relations with local governments; (3) interaction with civil groups; and (4) communication with the public.
