2014-04-032024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684126摘要：溫泉法自92年7月施行迄今已逾10年，地方政府依溫泉開發許可辦法，及水利署「溫泉開發及使用計畫書編制參考手冊」審核業者所提「溫泉開發及使用計畫書」，據以核發開發許可。惟因水文地質科技日新月異事業樣態多元化與法令變遷迅速，至手冊內容需再適時檢討修正。 　　依現行水利署編撰之「溫泉開發及使用計畫書編制參考手冊」中，有關「地質災害檢討」乙節，有必要配合地質法及相關環境敏感法規修正；另「溫泉開發影響評估說明」乙節，宜就溫泉區、非溫泉區之蘊藏量推估、開發總量管制、補注量推估、鄰井影響評估之程序、方法、模式（公式），以最新之技術研究成果予以更新。「抽水試驗方法」除鑿井時要求現地五級試水外，在開發許可階段宜有情境模擬，以預為瞭解開發可能產生的衝擊。<br> Abstract: The law of warm spring act since the implementation date of July 92 for more than 10 years, according to the approach to development permit of warm spring, and "warm spring development and use plan prepared in Reference Manual" of Water Resources Agency, local government audit "warm spring development and use plan" of industry, and then, issuing development permits. However, due to rapid changes in hydrogeological technology and career state diversity, and laws rapid changes, the contents of this manual should be subject to the timely review and correction. In the prevailing WRA "warm spring development and use plan prepared in Reference Manual", on "review of geological disasters" section, it is necessary to be amended by meeting the law of geological and the related environmentally sensitive regulations; another one, on "warm spring development impact assessment notes" section, should be based on the warm spring area or the non warm spring area to estimate reserves, development cap, fill volume, and the procedures, methods, models (formula) of multi-well impact assessment, which are need to be updated by the latest technical research results. On "Pumping Test Method", in addition to the current requirement to do test when drilling, the stage in the development permit should have situational simulations to obtain a pre-order understand of the impact that may arise due to development.評估技術溫泉開發溫泉使用technical discussionwarm spring developmentuse-evaluation
