2008-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/704247摘要：這項研究將要批判在全球化新自由主義的意識型態下的在東亞區域不均等發展的經驗。既有的研究多集中於歐美的經驗，探討在福利國家轉型中，新的經濟計畫所帶來城市與區域的轉化。但是，對於缺乏福利國家經驗，相反的是將社會再分配放在經濟發展的目標之下的東亞發展型國家(developmental state)，例如台灣、南韓、與新加坡等，這樣的全球化進程以及市場化的霸權將如何的運作？尤其是在這些東亞國家中，發展型國家的干預傳統又將如何展現路徑依賴的作用，而與新自由主義的政策產生混血的甚至矛盾的型態？對於個別東亞國家而言，既有的發展路徑、產業結構以及政治民主化等因素都將戲劇性的影響這一新的全球性自由主義變局的發展，進而尺度化(rescale)新的城市與區域的地景？這個三年研究將以台灣從1980年代中期以來的政治經濟與社會變遷作為主要考察對象，瞭解在全球化與新自由主義化下區域城鄉關係的變遷，同時也將對照南韓與新加坡的經驗，加以比較分析，可以更清楚瞭解東亞發展型國家的轉化。<br> Abstract: Criticizing neo-liberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are unleashed, increasing numbers of critical social scientists have recently emphasized the contextual embeddedness of neo-liberal restructuring projects. In particular, they have highlighted that neo-liberal ideas and practices have been produced within the national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. Yet much of this discussion has tended to focus on Europe (especially the UK) and the Western hemisphere. What has happened to the neo-liberal changes in the Asian developmental states (e.g. Japan, South Korea, Taiwan, Singapore, Malaysia, China etc.)? In particular, how have the neo-liberal ideas and practices been re-constructed in the Asian countries that have strong path-dependent properties of inherited regulatory landscapes of the “developmental state”? Also, is it agreeable to use the language of “neo-liberalization” to describe the recent market-oriented restructuring processes in the Asian developmental states even though they are hardly “neo-liberal” in terms of their characters and origins?
