2012-06-152024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684961摘要：瑞士自1993年開始進行農業政策改革，直接給付措施取代大部分價格支持措施，為保障農民所得及農業持續發展，瑞士1999年於憲法中增列支持農業多功能性(multi-functional agriculture)的條款，據此推動一連串農業政策改革，以提升農產品競爭力及加強農業生產與環境聯結，藉此維護瑞士農業多功能性。瑞士自1998年起每五年提出新的農業政策，目前所採行的措施涵蓋：改善生產環境、市場支持措施與所得直接給付措施等三大方面，在所得直接給付措施方面，包括：一般直接給付、生態直接給付與不利生產地區直接給付。因瑞士農業結構及環境與我國相似，並同為G10成員國，故瞭解他們實施直接給付之經驗，有助於我國規劃直接給付措施之參考。綜合而言，本研究之目的為瞭解瑞士農業政策之改革歷程與經驗；彙整瑞士實施農業直接給付之政策內容，瞭解補貼設定標準及在實際執行流程及面對之問題。<br> Abstract: Switzerland started its agricultural policy reform in 1993. Since then, most of the price support mechanisms have been replaced by direct payment programs. In order to secure farmers’ income and maintain a sustainable agricultural development simuantenously, multi-functional agriculture were addressed in the constitutional law of Switzerland in 1999. In the name of the law, several reforms had been called for to enhance agricultural competitiveness, to improve the agricultural environment, and to retain the multi-functional agriculture. New agricultural Acts were proposed every five years since 1998. Currently, the major policies in Switzerland are the improvement of production environment, market support measures and income supported direct payment. In terms of the direct payment policies, there are three policy measures mainly. They are general direct payment, ecologically friendly direct payment, and direct payment for disadvantage areas. Furthermore, the agricultural environment in Switzerland, a member of G10, is comparable to Taiwan. Because of the reasons mentioned above, the experiences of Swiss agricultural policy adjustment could serve as a pronounced reference for Taiwanese agricultural policy reform.
