2019-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/652649摘要:親屬安置能提供受虐兒童一個家庭式、穩定、熟悉的照顧環境,在臺灣,兒少保護或替代性服務相關法規也支持親屬安置做為替代性照顧的優先選項。然而,在實務推行上,相較於機構安置和寄養家庭,親屬安置仍佔較低比例。又國內親屬安置相關研究有限。因此,本研究旨在探索親屬安置的服務經驗、照顧需求、以及支持網絡。本研究預計分三階段進行,各階段為期一年。第一階段計畫以焦點團體為主,蒐集質性資料,從兒少保護社工的角度,探索保護個案安置的過程、親屬安置的決策、尋親或媒合親屬安置的經驗/策略/挑戰,以及對於現行安置制度的建議。第二階段計畫以深度訪談為主,蒐集質性資料,從政府委外親屬寄養/安置方案社工的角度,了解現行服務方案的內容、親屬安置服務輸送的經驗/策略/挑戰,以及對於現行服務方案和社工教育訓練的建議。第三階段以問卷調查為主,蒐集量化資料,根據前階段研究結果,研擬針對親屬照顧者的調查問卷,探究其照顧需求、照顧者及兒童的福祉發展,並從現行正式及非正式支持系統去給予服務制度之建議。本研究以系統化方式探索親屬寄養/安置議題,期能提供臺灣現行制度的調整,以建立更完善的兒童福利制度,確保經歷不當對待之兒童滿足其最佳利益。<br> Abstract: Kinship care can provide maltreated children a family-like, stable, and familiar caregiving setting. In Taiwan, child protection or substitute care related regulations have supported prioritizing kinship care as the first out-of-home placement option. However, in practice, compared to residential care and foster family, kinship care represents a low proportion. There are also limited studies on kinship care in Taiwan. Thus, this proposed study aims at exploring experiences working with kinship care families, caregiving needs of caregivers, and support network around the family. This study involves three phases. Each phase is an independent year-long study. In the first phase, focus groups will be conducted with Child Protective Services workers to explore their experiences about placement decision-making, strategies and/or challenges in searching and matching kinship care families, and suggestions for current regulations. In the second phase, in-depth interview will be conducted with contracted kinship care program social workers to explore current services for kinship care families, their experiences working with caregivers, and suggestions for current programs and trainings for social workers. In the third phase, a small-scale survey will be conducted with kinship caregivers. The survey questionnaire will be developed based on the findings of the first and second phase. The survey attempts to examine kinship caregivers’ caregiving needs, their perceptions of own and child well-being, and current informal and formal support system in order to offer suggestions for further modification in kinship care related regulations and programs. This proposed research aims to systematically study issues in kinship care.
