2016-04-232024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/650000摘要:近年來,溫室效應導致全球氣候暖化,氣溫、海水溫度與海平面都逐年升高。臺灣位處西北太平洋颱風行經的主要路徑上,每年颱風挾帶而來的降雨量逐漸趨於極端,而夏季的西南氣流亦同時帶來更強烈的短延時降雨強度。各種極端降雨事件數在全年雨量百分比中有升高的趨勢,並常引發複合型災害,進而導致龐大的經濟損失與付出高額的社會成本。臺灣地勢山高地狹,河川大多陡長流急。隨著都市高度發展、公共建設與道路開拓,已嚴重壓縮到排洪與防洪空間。因此,實宜參考國外整合排水系統與交通路網之經驗,進一步研究分析如何將此方法進行本土化,並建立整合水利防洪與交通兩個領域間得以共同運作的適合機制。本計畫將先蒐集與分析排水系統與交通路網整合的國外案例、訪談利害關係人與界定關鍵課題;接著進行下列工作:(1)分析交通路網與防洪工程高程設計基準線之差異性、(2)分析國內排水系統與交通路網的整合潛力與適合區位、(3)選擇適當之案例地點進行路網邊溝作為分洪道使用的可行性與效益評估、(4)道路附屬與分隔設施(如:休息站、匝道、分隔島等)作為滯洪空間的可行性與效益評估;最後,舉辦專家學者與民間團體座談會,並研提合作機制與相關配套法令規章,以建立適合國內執行操作的水利防洪與交通領域之協同合作機制。<br> Abstract: In recent years, the greenhouse effect causes global warming and air temperature, sea temperature and sea levels are rising year by year. Taiwan is located on the main movement paths of the Northwest Pacific typhoons with more extremely annual rainfall and also suffers more intensive rainfall intensity for short duration brought by summer monsoon (southwesterly flow). The number of extreme rainfall events which causing complex disasters are increasing in the percentage of the whole year rainfall events and lead to huge economic loss and social costs. Taiwan has high mountains, narrow ground and rapid river flow but the drainage and flood control space has severely compressed due to the high degree of urban development, public infrastructure and roads construction. Therefore, we should learn the foreign experience of integrating drainage system with transportation network, analyze how to transform them into localization and establish the appropriate mechanism for the cooperation between drainage system and transportation network.We will collect and analyze the foreign cases of integrating drainage system with transportation network, interview with interested parties and define key issues in the beginning. The second step will be (1) analyzing differences in the elevation baseline design of construction between drainage system and transportation network; (2) analyzing the potential and suitable locations of both domestic drainage system and transportation for integration; (3); choosing appropriate locations to research the feasibility and benefit assessment of using transportation network side-ditch as floodway; (4) studying the feasibility and benefit assessment of using road appurtenant facilities, such as rest stop, ramp, divisional island, etc. for detention space. At the end, we will propose appropriate cooperation mechanisms and related regulations after holding the conferences to collect the opinions from experts’, scholars’ and civil groups’.
