We put the key point in analyzing the risk construction of citizens by a national telephone survey. The conflict point is renewed by the performance of the new regulation of obligatory labeling, that is, do consumer really aware the new institution? Do they have access to participate the communication of GMO risk, or moreover, to join and share the processes of labeling policy-making? We will pay attention on the ignored and unaware state of our society, explicating the interesting and subtle causes and phenomena. From this view, we will try to critically construct the risk perception and institutional reflection in the society.
