2018-02-272024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/678690摘要：本年度計畫為延續水環境巡守隊之經營輔導策略與強化區域經驗交流，工作項目共計4項：1. 推動多元化民眾參與水環境守護之策略研析。2. 推動水環境巡守隊活化與經營交流。3. 協助推廣水環境守護政策與新穎技術。4. 推動全國水環境巡守隊參與水環境污染整治及辦理管理評核。 為使縣市環保局了解並討論年度之發展重點與經營管理方向，於計畫初期召開全國工作坊會議進行交流，並安排22縣市之巡守隊經營訪查及10場次之優良巡守隊頒獎暨座談會，藉此了解各縣市水環境巡守隊經營策略及現況，依各縣市地區特點提出可行之具體建議。為促進縣市間巡守隊經營的經驗交流，本計畫擬辦理2場次流域環境管理暨河川經驗交流研討會議；為培養水環境巡守隊員做為未來環境教育傳遞者，辦理2場次培力增能教育；另外，為提高地方民眾了解河川的現況與發展，並分享地方水環境守護及相關經驗、知識，本年度召開2場次重點河川民間討論會議，作為民眾參與流域管理的平台，彙集民眾對於水環境之感受與意見。 本計畫今年導入水環境科技觀測及河川生態監測活動；針對可能產生污染或髒亂之隱匿點進行調查，協助巡守隊修正巡守之路線與點位，避免忽略潛在污染區域；選定特定巡守隊及流域進行河川生態監測教育與實作，辦理3場次以上之河川生態監測活動，增進巡守隊生態調查相關知識背景與執行能力，並於期中及期末分別辦理一場種子教師示範教學活動，邀請各縣市環保局參與觀摩。 <br> Abstract: The theme of the year is empowerment, to continue management assessment strategies and strengthen regional experience exchanges for the river patrols. To achieve the goal, the works can be divided in four parts: (1) Promoting diverse strategies of public participation in water management, (2) Enhancing the activation and business communication the river patrols, (3) Assisting in the promotion of the river patrols protection policies and innovative technologies, (4) Promoting the river patrols to participate in water environmental pollution remediation and conduct management assessment. To elaborate the goals and to communicate with the local governments, the annual workshop was held. To understand the situations of local public participation, government officials of 22 counties and cities were interviewed and suggestions were made to meet local problems. Encouraging river patrols who dedicated themselves, 10 teams which is the most outstanding were awarded. Cultivating river patrols as a deliverer of environmental education, 2 courses and trainings were held. The main goal of public participation is to gathering people and provides platforms to communicate, thus local water environmental conferences were held to collect ideas and suggestions. In addition, to improve local people`s understanding of the current status and development of rivers and share local water environment guarding and relevant experience and knowledge, 2 focal rivers discussion meetings are held. River Conservation Center plans to increase water environmental technical observations and river ecological monitoring activities in the project. Conduct of surveys on hidden sites that may cause pollution or mess, assist the patrols in correcting the route and points of patrols, and avoid ignoring potential polluted areas. Moreover, the project selects specific river patrol and river basins to conduct river ecological monitoring education and implementation. Held more than 3 sessions of rivers ecological monitoring to enhance the river patrol ecological investigation related knowledge background and implementation capabilities, and during the middle and end of the period, conduct a seed teacher demonstration teaching activities.
