2015-01-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/699027摘要:本計畫以五年為期,比較研究兩岸三地(臺灣、中國大陸、香港)的社會福利改革經驗,並探討其在東亞福利體制與中國福利研究兩個研究傳統中的理論與經驗意涵。在過去,這兩個研究傳統並沒有適當地彼此對話,以致於東亞福利體制集中在台、港等傳統發展型福利國家的討論;中國福利研究則只集中於大陸的社會保障改革經驗。藉此,本計畫也企圖建立起廣義下的大中華社會福利比較研究,以期加深理解在不同的現代化路徑中,不同的華人社會福利制度如何因應變遷。 因此,本計畫將從兩岸三地在1990年代以後的政治、經濟、社會脈絡轉變出發,探討各自的社會保障制度面與社會政策的變遷,藉以理解三個個案如何回應各自特殊發展的社會問題。比較研究的重心將放在當代福利國家習見的主要社會保障制度,也就是養老年金、醫療保障、失業救濟等經濟安全項目,以及被視為「最後社會安全網」的社會救助制度。此外,隨著三個華人社會都面臨人口老化的問題,照顧與治療(care & cure)的政策與制度討論也逐漸浮現,這個部份的制度發展也是本計畫的焦點之一。 有鑑於探究議題的時間縱深面,本計畫將致力於長時間的資料累積,藉由蒐集原始資料與次級資料建立起可供比較研究的資料庫,以便理解個案社會保障制度與政策的變遷。計畫開始後,除了既有的文獻及公開的政策文件資料外,將以社會調查的方式蒐集資料。同時有鑑於計畫開始前的時間不可溯性,資料蒐集將局限於可得的次級資料範圍,由此與計畫開始後的調查資料統整為完整的兩岸三地社會政策資料庫。在這個資料基礎上,本計畫成果預期能夠對學界分析兩岸三地福利制度的建立與改革提出進一步貢獻。 <br> Abstract: This five-year research project compares the welfare reforms of the Greater China (Taiwan, Mainland China, Hong Kong), and explores their theoretical and empirical implications for the research of East Asian welfare regime and Mainland China’s social welfare. In the past, the two research strands have led separate lives, with the former concentrating on the discussions of traditional developmental welfare states in East Asia (Taiwan, Hong Kong etc.), whereas the latter’s focus was merely put on the welfare reforms in Mainland China. By linking these two groups of welfare studies together this project seeks to launch a new research agenda comparing the welfare developments in Greater China studies, in an attempt to deepen our understanding of the ways in which different Chinese societies respond to social changes in their quest for modernization. With this goal in mind, this project departs from the observation of the contextual changes in political, economic, and social spheres of the three Chinese societies since the 1990s, investigating the vicissitude of the respective welfare institutions and social policies in response to the social questions. Major focus of the comparative study will be put on the most important domains of the modern welfare state institutions in economic security: pensions, health care, unemployment protection, together with the last “safety net”: social assistance. In view of the looming population ageing, discussions of adequate policies for care and cure are emerging, which will also be included in the spectrum of this project. The intricacies of the research themes in terms of institutional configurations and temporal longitude render it necessary for the project to make efforts in data accumulation. By means of primary and secondary data collection in order to establish reliable data bank, this comparative study will trace the institutional and policy changes in social protection of the three Chinese societies. In addition to the available literature and open-resource policy documents which cover the past experiences of welfare reforms, this project also designs social surveys to collect data of current changes in social policy.
