2012-04-262024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/670883摘要：如何在民眾隱私受到保護的前提下，妥善運用健康資料，創造加值應用，嘉惠人民與社會，是近年來廣受歐美各國及我國政府重視的發展方向之一。本計畫希望達到的效益，是希望能在個資法的規範中，合法地分析「行政院衛生署健康資料加值應用協作中心」所提供之資料以及其他驗證加值應用必要的數據，找出各種疾病的盛行率、危險因子、臨床表現、關聯性和最佳檢查方法、治療及照護模式〔包括藥物、器材及手術〕，作為臨床決策之參考，以促進民眾之健康，活得更久、更快樂。為了達成上述效益，計畫團隊將與行政院衛生署合作，在台大規劃及建置「行政院衛生署健康資料加值應用協作中心」之分中心，同時建置健康指標與基礎資料加值應用平台，藉此提昇健康資料品質與健全資料內涵，以因應未來發展與遠程規劃。我們的計畫架構如下圖所示，包括研究，開發和應用。研究部分，將著重在健康資訊的分析，發展以病人為中心的智慧健康和其他醫療應用，細節將於『研究方法』段落詳述。在開發階段，針對民眾的需要和資訊系統發展趨勢，本計畫團隊將優先運用校內技術資源，但亦不排除與具有國際行銷能力的外界團隊合作，以便能產生先進的加值服務架構，再進一步將研究成果開發為智慧資產。最後，在應用階段，各種應用模式將朝增進全民福祉的幾項領域發展，包含但不限於：完善照護模式、健康與疾病知識萃取、以病人為中心並提供衛教知識的社群平台。<br> Abstract: To utilize health data legally so that we can create value-added applications to benefit the socity has been one of the most important focuses in European countriesand U.S. recently. The main goal of the project is to benefit the society by helping people live better and happier lives via the improvement of all kinds of treatment and care plans through the analysis of related health data offered by the Departmentof Health and other data required to verify the research results in a proper and legal way based on the Personal Information Protection Act.To reach the goal above, the project team will cooperate with Department of Health to setup a branch center of “The Collaboration Center of Health InformationApplication(CCHIA), Department of Health, Executive Yuan”. Meanwhile, related key health indicators and data value-added application platforms will be built up to enhance the context and quality of health data considering the long-term development needs.Our project framework is shown in the above Figure, consisting of Research, Development, and Application. Our research will focus on the data analysis for theapplications of patient-centric smart health and the others.
