國立臺灣大學政治學系暨研究所林水波2006-07-252018-06-282006-07-252018-06-282002-07-31http://ntur.lib.ntu.edu.tw//handle/246246/13802本研究以區域治理機制的建立和運作為指標，用以觀察我國地方政府是否具有解決 跨轄區政策問題的能動力。在對我國高高屏首長會議之經驗以及各國近一二十年來相關 區域治理經驗的資料蒐集與分析中，除了追索當代跨域問題的時代背景以及區域治理概 念的內涵外，對於台灣地方政府建立區域治理機制的困境與外國地方政府施政經驗中可 資台灣援引者亦有深入之剖析。本研究認定區域治理體制為一種用以彈性調適傳統政治 體制之機動性體制，進而剖析區域治理體制之相關建置原理與社會條件，再提出當前我 國地方政府推展區域治理機制的策略方案。Building and operation of regional governance mechanism is regarded as an indicator, which is used to observe how Taiwan local governments are enabling to solve the cross-border problems. Depending on empirical study of Kou-Kao-Pin Leadership conference and analysis of foreign experiences, this study traces the background of today’s cross-border problems among regions and discovers the meaning of the regional governance. The study also deeply analyzes the difficulty of Taiwan local government to build the mechanism of regional governance and some successful foreign experiences. The study further regards the mechanism of regional governance as adapting institution of the traditional political institutions. Accordingly, this study anatomizes constructing rules and social limits of regional governance mechanism.
