2019-10-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/664256摘要：科研國際合作趨勢現已興起以跨區（國）聯盟（alliance）為主體、主題式研究群（research group）為軸線串聯的國際合作模式。研究自單一領域到跨領域及跨界合作，目的從提升學術能量到解決全球重大挑戰。如何槓桿我國既有之前瞻領航科研能量，建置完整科研國合生態系統，以生生不息之氣象，系統性結合我國相關策略及資源，以致發揮綜效（synergy），其中關鍵軸心支點，即與如何策略性建置國際交流平台及合作模組息息相關。 本計畫書由國立臺灣大學提出，並與國立臺灣科技大學、國立臺灣師範大學一同組成的先期規劃團隊，就科技部「全球事務與科學發展中心」（以下簡稱GASE中心）設置計畫徵求公告，規劃107年10月1日起全程五年之的規劃及營運計畫。本計畫補助設置期程全程為五年，分二期執行，第一期為2年（執行期限預計自107年10月1日至109年9月30日止），第二期為3年，本設置計畫將著重於 GASE中心第一期細部規畫、預計達成目標、管考機制等，並提出五年期中程發展規劃及營運目標。期望藉由GASE中心的設置，搭建我國科研國際合作的加速器，促進臺灣科研國際活動的質量發展。 於輔助面向，GASE中心將於政策面全面支援及執行科技部相關國際合作資源配置，擬定政策工具、規劃法規制度；於執行面，擬以「國際行銷與品牌建立」、「國際交流合作」、「國際人才培育鏈結」、「科研政策專案支援」等四項任務分組，進行系統性資源整合。本計畫以「篩選」、「聚焦」、「槓桿」為時間橫軸，以「布局」、「深耕」、「聯盟」為任務縱軸，以五年期全面、綜合性地逐步建置完整科研國際合作生態系統。 國立臺灣大學、及先期規劃團隊成員將提供必要資源配合GASE中心的運作，使GASE中心成為科技部全方位科學發展與國際交流的平台。GASE中心將成立規劃推動委員會，定期召開會議研議推動GASE任務方針及年度目標，再交付本中心依年度目標研擬具體做法及進程規劃的行動方案annual action plan），行動方案涵蓋每項年度目標的達成策略、資源布局、檢核項目、進度管考、及滾動式修正機制。此外，本中心也將配合執行科技部交付的全球事務與科研發展相關任務，以及 科技部委辦之推動規劃國際合作專案業務。經由成立跨校諮詢委員會，引領GASE中心在行動方案擬定與實施上兼顧跨領域整合與全球視野的考量。<br> Abstract: Cross-nation multilateral collaboration has become a powerful means for many universities to expand their educational scope, grow their research resources, and seek to make broader and deeper impacts. National Taiwan University (NTU) answers the call from the Ministry for Science and Technology (MOST) and proposes to set up a multi-institutional alliance, the MOST Center for Global Affairs and Science Engagement (GASE). NTU answers the call for GASE, and proposes that the GASE Center will play a critical role in facilitating global partnerships that enable productive collaboration among key stakeholders across all institutions of scientific research. The four main tasks for the proposed Center will be 1) Enhance global branding for all scientific research. 2) Nurture global talents and build sustainable talent ecosystem. 3) Engage scientific international partnership and global alliances. 4)Facilitate, support and align Taiwan’s science and technology policy with that of our global strategic partners. GASE as an agency facilitating internationalization will play key roles in translating and choreographing global collaboration and local science and technology engagements. With the four strategic tasks aligning strategically together, GASE will build effective partnerships and create industry collaboration and social innovation, while linking and forming alliances with institutions of higher education and research as one, creating synergy. In the current landscape of internationalization, global partnerships play a key role both in enabling institutions to deliver their international strategy but also in delivering impact in the local environment. NTU, by working in collaboration with key partners and international alliances across the world, is able to jointly produce ground-breaking research, deliver innovative teaching, and create opportunities for students and staff to gain international experience and produce long-lasting impact. NTU wishes to transfer such experience by establishing the GASE Center and to build effective platform for internationalization, innovation and impact.
