2010-03-012024-05-16https://scholars.lib.ntu.edu.tw/handle/123456789/669652摘要:「軟權力」一詞是冷戰結束後新生的國際關係理論概念,其早期的應用案例不多。但自2000年以降,西方與中國學界興起了一個新的風潮,即爭論美國是否在「軟權力」領域遭遇挫折,而中國卻取得「軟權力」發展的成就。本計畫的文獻瀏覽發現,前述的文獻有幾個共同的不足:第一、「軟權力」概念清晰度不足,以致於難以度量應用。第二、應用「軟權力」進行的案例研究或民意調查,主要是針對美國個案,因此也難以提供更多案例從事比較。第三、由於上述缺點,人們應用「軟權力」概念從事政策實務討論時,往往缺乏共識,淪為存而不論、一筆帶過或各說各話。 但申請人也同時發現,間接涉及「軟權力」的國際關係研究文獻其實不少,而且還緊密扣合理論界有關物質要素/理念要素、結構/行動者等等重大爭論。如果以「軟權力」概念為切入點,深究其本質與類型,將很有機會促進有關討論的理論進步。而美國與中國雙方目前對對方的「軟權力」發展相當關切,中英文獻也在增加之中。若研究設計得當,本計畫一來將能為國際關係理論諸辯論提供在地的新貢獻,且能提供我國各界思考因應中國「軟權力」時重要的參考點。 <br> Abstract: The concept of “soft power” is a newly innovated idea in the field of IR (International Relations), invented into serious discussion and caused wider attention only after the end of the bipolar system, namely, the Cold-War system. According to the literature review over related publications, the conductor of this project found significant shortcomings in the current studies on “soft power”. First, the concept is far from been defined precisely. It lacks an adequate degree of clarity and integrity necessary for further application in case studies in the real world. Second, the existing cases studied by academics were mainly focused on a narrow range of countries, mostly the United States. The result is that scare cases are available for further comparison. Third, based on the above facts, focused dialogue and discussion on this subject became rare, even a significant rise of interest in this topic is obvious. However, there is in effect a rich literature source dealing with topics and debates on various factors in IR such as material / ideational factors, and the interaction between the agent and structure in international politics. Despite not being in direct connection with “soft power”, these topics have implied the operation and function of “soft power” defined by prominent researchers like Joseph S. Nye. This fact indicates a valuable clue for further exploration of both “soft power” and the theories of international relations in general term. If adequately designed, a comprehensive project on “soft power” can offer rich insights and reflections which will facilitate future studies. Finally, since the doubtful “rise” of China’s soft power has become a hot issue winning attentions from both America and China, the practical interests of this project are fairly legitimate.
