2023-03-302024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/654273本年度計畫為延續水環境巡守隊之經營輔導策略與強化區域經驗交流，工作項目共計4項：1.辦理水環境巡守隊民眾參與教育訓練及經驗交流。2.辦理水環境巡守隊參與水污染整治執行成效及管理評核。3.提升生態監測技術並推廣生物指標概念。4.推動民眾參與水環境保育及其他相關工作。 為使縣市環保局了解並討論年度之發展重點與管理方向，於計畫初期下達「112年度全國水環境巡守隊經營工作手冊（核定本）」；安排北中區15縣市之巡守隊經營訪查及7場次之優良巡守隊頒獎暨座談會，藉此了解各縣市水環境巡守隊發展策略及現況，並依各縣市地區特點提出相關建議。 為促進縣市間水環境巡守隊之經驗交流，將辦理1場次北中南跨區交流工作坊及2場次水環境巡守民眾參與交流會，分享地方水環境守護及相關經驗，以提供各隊伍了解全國巡守隊地方特色及現狀。 河川保育中心於本年度計畫持續推廣河川生態監測活動以及持續辦理巡守隊培力及增能教育訓練課程，選定於花蓮縣流域進行河川生態監測教育與實作，增進巡守隊生態調查相關知識背景與執行能力，辦理2場次河川生態監測示範教學活動與增能課程，透過辦理增能課程，提升巡守隊之環境知識與技能。 The theme of the year is empowerment, to continue management assessment strategies and strengthen regional experience exchanges for the river patrols. To achieve the goal, the works can be divided into four parts: (1) Enhancing the activation and business communication the river patrols, (2) Promoting the river patrols to participate in water environmental pollution remediation and conduct management assessment, (3) Promoting innovative technologies and instructor training, (4) Developing diverse strategies of public participation in water management. To elaborate the goals and to communicate with the local governments, the annual workshop was held. To understand the situations of local public participation, government officials of 15 counties and cities were interviewed and suggestions were made to meet local problems. Encouraging river patrols who dedicated themselves, 7 teams which are the most outstanding were awarded. Developing multiple strategies for river basin management, 1 regional conferences were held to encourage to exchange the experience of different areas. Cultivating river patrols as a deliverer of environmental education, 2 courses and trainings were held. The main goal of public participation is to gather people and provides platforms for communication. In addition, to improve local people`s understanding of the current status and development of rivers and share local water environment guarding and relevant experience and knowledge, 2 focal rivers discussion meetings are held. Furthermore, this year River Conservation Center held water environmental technical observations and river ecological monitoring activities continuously in the project. The patrol teams from the Hualien county was chosen to took part in the courses.
