2004-09-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/685026摘要:婦女就業政策依婦女勞動參與理論的觀點,婦女勞動參與決定因素非常多,包括個人的基本教育投資和就業機會結構等等均有相關。然而女性和男性的職場處遇,除了職業隔離、職業階層化與就業率有極大差別之外,伴隨而來的是女性薪資總是還不如男性。職場女性遭遇性別不平等的對待,包括升遷較沒有機會、教育訓練機會也較差,同時女性可能遭遇同工不同酬情形。 為了因應女性大量投入勞動市場,各工業先進國家自六○年代起,就開始著手制定各類促進兩性工作平等之法律,其中尤以歐美國家最為積極。有鑑於此,政府應設法剷除各種就業上性別歧視之現象,提供婦女一個更有保障的就業環境。本文以協助婦女就業為目標,探討影響婦女就業的因素或困境,及促進婦女就業部門所應提供社會支持體系之相關政策和措施。 本研究將採政策取向的研究方法。首先,採取文獻分析的方式,了解國內外各種婦女就業政策的發展狀況及實施情形,而後透過焦點團體的方法,收集國內外專業人士及相關領域的學者對本研究的政策理念、方案實施、和方案願景所提出之建議,再依據前面的分析與檢討,研擬協助婦女就業之實施策略之具體措施,以符合當前就業市場現況、增加婦女就業機會,作為未來推展婦女就業服務<br> Abstract: According to the theory of women labor force participation, there are lots of factors, which will influence women’s willingness to go into labor market, including one’s education and the social structure of working opportunities. Although more and more women participate into labor market, the discrimination between men and women still exist. Women’s salaries are always lower than men’s, and women are hard to be transferred and promoted. Even women and men do the same job they may get different salaries. From 60s, many developed countries had started to make equal employment laws in order to eliminate the discrimination between sexes, and to protect a secure working environment. This research aims to improve women employment, and discusses about the predicament of women work and the relative policies of social supporting system. First, we introduce the development of women employment policies from different countries by studying relative documents and literatures. Then, through the focus groups, we collect the suggestions of policy making, practice programs for promoting women employment from scholars and professionals.
