Recently, long-term care policy, as part of recent welfare reform in Taiwan allowing both nonprofit and for-profit service organizations to compete for government contracts, has raised attention about the role of nonprofit in the provision of social services. An important assumption for the development of community care under the Long-term Care Services Act is that local community providers have a provision system with sufficient capacity to implement the policy and perform the services. The effectiveness of these policies heavily relies on the local social service providers, which are composed of government, nonprofit and private providers. Therefore, it is important to understand the factors that influence the development and distribution of nonprofits in the local communities where government and private are present in a joint effort to provide social and health service provision. Based on an initial systematic review, we reveal a paradigm shift from focusing on sectoral competition to governance. Previous studies show that nonprofit development is influenced by the growth of for-profits, service nature, and policy/economic factors (Corbin 1999; DiMaggio 2006; Gronbjerg & Paarlberg 2000; Lecy & VanSlyke 2011; Luksetich 2008; Matsunaga & Yamauchi 2004; Salamon & Anheier 2000; Saxton & Benson 2005), and further proposes a comprehensive framework (DiMaggio 2006) that incorporates market failure and industrial-organization approaches, government failure and interdependency approaches, and political and historical approaches.
