2016-02-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/682165摘要：行政院災害防救委員會為強化各鄉（鎮、市、區）之災害防救能力進行「災害防救深耕五年中程計畫」之推動，採三梯次辦理的方式，利用5年的時間，使全國各縣市的災害防救工作都能夠往下深耕，扶助各鄉（鎮、市、區）建立其防救災體系、提升相關人員素質、建置防救災相關基礎資料。臺北市於民國99年至101年間推動深耕第1期計畫，成果豐碩，故內政部續推「災害防救深耕第2期計畫」，臺北市於民國104至106年間分3年推動深耕第2期計畫。 本(105)年度預計完成工作項目如下： 1. 檢討市級及區級災害防救分工運作機制，進行局處訪談，及區公所實地輔導。 2. 檢核各區公所之開口合約內容及市府簽訂民生物資開口合約內容。 3. 彙整民生物資儲備場所及避難場所資訊並完成基礎資料建立、現場勘查與規劃。 4. 繪製12區防災避難看板及設置(含外語看板)，並檢討距離避難收容處所達半徑1.5公里以上之防災避難看板內容。 5. 辦理3場第一類公所兵棋推演。 6. 依據災害潛勢調查結果及所提對策，針對各區地區災害防救計畫進行檢討並給予建議。 7. 調查臺北市轄內防救災資源。 8. 更新臺北市災害潛勢地區相關圖資。 9. 辦理里長、里幹事或其他災害防救相關人員，區級災害防救業務人員教育訓練。 10. 遴選2個里進行防災示範社區推動工作。 11. 每月完成國際災例蒐集。 <br> Abstract: In order to strengthen the disaster prevention capability of each township (town, city, district), the Central Disaster Prevention and Response Council of the Executive Yuan embarked the promotion of “5 Year Capacity Building of Disaster Prevention Plan”. The plan was to be conducted in three patches across a 5-year span to enhance the capacity of the disaster prevention in every city and county of the nation, and to assist each township (town, city, district) to establish its capacity, elevating the quality of personnel involved, and building the relevant disaster-potential data. Taipei City launched the plan during 2010 to 2012 and the result was fruitful. The Ministry of The Interior thus continued with the “The Phase II S Capacity Building of Disaster Prevention Plan”, and Taipei City conducts the plan in 3 years (from 2015 to 2017). The working list of 2016 is shown as follow: 1. To review the city- and district-level disaster prevention task allocation mechanism; to conduct interviews on bureaus and departments; to perform consultations of the district offices. 2. To review the open contracts district offices and that of domestic goods. 3. To compile the information of daily supply storage sites and disaster shelters; to finish evaluating disaster shelters including basic data gathering and on-site survey. 4. To complete installing disaster shelter signs in 12 districts (including English/multi-lingual signs) and review the description of the signs that locate over 1.5 km to the shelters. 5. To perform 3 war games of disaster preventions for type 1 districts. 6. Based on the survey results of disaster potential and proposed strategies to add in the district disaster prevention plan. 7. Investigated the disaster prevention resources of Taipei City. 8. To update the disaster potential maps of Taipei City. 9. To hold disaster-prevention training for borough chiefs and other disaster prevention related people. 10. To perform Disaster Resilience Communities for 2 village. 11.
