陳增壽2006-07-252018-06-292006-07-252018-06-292004http://ntur.lib.ntu.edu.tw//handle/246246/10778第二期防災國家型科技計畫之主要 工作目標,一方面持續推動防災科技之研 發,另一方面之主要目標在於掌握颱洪時 期降雨~逕流歷程之變化,以提供進行下游 段河川水理之演算,進一步對河川水位做 即時之預報工作,最後結合即時洪水預報 之展示系統,作為災害減輕及防災作業之 參考。考慮河川之地理位置、不同洪災發 生之機制及區域之需求等因素,並配合整 合型計畫之總目標,本計畫選定台灣東北 部之蘭陽溪流域,做為本研究「即時洪水 預報展示系統」研究分析之示範區,預計 以三年期間完成研究工作。本研究將整合 研究流域內之氣象、水情及防洪設施系統 等即時資訊,並配合其他子計畫所研發之 水文及水理預報模式之成果,以視窗化展 示之方式,建立本流域之「即時洪水預報 展示系統」。 為方便預報人員之維護管理,展示系 統之研發過程中,將以模組化之方式進行 開發,展示系統主要之模組包括系統維護 模組、即時監測模組、預報模組及決策支 援模組等。本子計畫第一年度之工作重 點,著重於「系統模組」及「展示介面系 統」之開發及建立,第二年度之工作重點 為整合各預報模組後,進行「即時洪水預 報展示系統」完整性之探討研究;第三年 度之工作重點將以歷史之颱洪事件,進行 境況模擬及測試,並檢討及改進「展示介 面系統」之功能。期望建置完成之「即時 洪水預報展示系統」,將可強化目前流域 之洪水應變機制,並進一步推廣應用在其 他河川流域上,以期改善目前洪水預報之 作業方式。The main goals of National Science and Technology Program for Hazards Mitigation in the second period are continuing the development of hazards mitigation technology, and studying on the real-time flood forecasting system for emergency response of flooding. The three-year integrated research project, named “The Development and Application of Model for Real-time Flood Forecasting”, is proposed basing on these purposes. This project is 4th sub-project of the integrated project, which is going to establish the display system of real-time flood forecasting for improving the present flooding emergency response measures. The display system will integrate all the monitor information of watershed, the forecasting results of all other sub-projects and the hardy facility data of flood control. The visual display system can provide quickly and effectively information to decision-makers. According to the watershed location, the occurred causes of flooding and the regional demands, the Lan-Yang Creek Basin is chosen as the pilot study area. To maintain the display system conveniently in the future, the construction of the system will be divided into several modules, including the system maintaining, the real-time information monitoring, model forecasting and decision supporting.
