2003-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/709184摘要:本研究計畫擬以美、日、德、韓、台等國歷年在美國所取得的發明專利 (utility patent)資料及R&D 資料,探討有關研發、專利和國際知識外溢的相關課題。研究內容包括 (1)研發、專利數和專利品質的跨國比較: 本計畫擬針對美、日、德、韓、台五國於1980-2001年期間之研發投入、專利數表現 (例如專利生產力和專利密度) 及專利品質 (例如專利被引證率、專利現行衝擊指標、技術生命週期指標及科學關聯度指標等) 進行跨國比較分析,期能瞭解我國之科技實力。 (2)專利引證和國際知識流向分析:以資訊電子業為實證研究 本研究擬以台灣和韓國於1977-1999年間之資訊電子業在美所獲之專利為研究對象,透過計量模型之設定,探討這些專利引證美、日、德等先進國家於1963-1998期間所獲得的專利的情形,以分析跨國知識流向,從而瞭解台韓兩國之電子資訊業如何由技術後進者逐漸變成技術創新者的歷程。 (3)專利布局、專利表現和創新能力之跨國比較:以半導體技術為例 本計畫擬探討1980-2001年期間我國、韓國和先進國家如美、日、德等國之半導體技<br> Abstract: This is a two-year research proposal on R&D, patent, and international knowledge spillovers. The major purpose of the proposal is to examine the current status and the future potential of the innovation capability in Taiwan through analyzing the patents granted by U.S. Patent and Trademark Office among U.S.A., Japan, Germany, Korea and Taiwan in the last few decades. The following four tasks are investigated in the study: The tasks in the first year (1) We plan to undertake an international comparison on R&D, patent and patent quality among USA, Japan, Germany, Korea and Taiwan during 1980-2001; (2) Using the patent citations data, we plan to investigate the patterns and determinants of international knowledge spillovers for the industry of information and communications technology among USA, Japan, Germany, Korea and Taiwan during 1977-1999. The tasks in the second year (3) Focusing on the semiconductors-related technologies, we plan to undertake an international comparison on patent performance and innovation capability among USA, Japan, Germany, Korea and Taiwan during 1980-2001; (4) Focusing on the nanotechnology, we plan to evaluate patent performance and innovation capability and investigate the patterns and determinants of international knowledge spillovers among USA, Japan, Germany, U.K. and France during 1990-2001. It is expected that the empirical results in the study not only can evaluate the innovation capability of Taiwan globally but also can provide the helpful policy implications to the associated government sectors on the science and technology policy and R&D policy.
