2007-07-052024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/657397摘要:台灣漁會組織,從早期漁民幫會到光復後改設漁會迄今已有一百多年的歷史,至今台澎金馬地區共成立有省漁會1單位,區漁會39單位,會員人數近39萬人,而漁會員工亦有1900人之多。根據漁會法,漁會為一法人團體,以保障漁民權益,提高漁民知識、技能,增加漁民生產收益,改善漁民生活,促進漁業現代化,並謀其發展為宗旨。除具經濟性功能之外,尚負有政治性、社會性及教育性之等功能。 為有效執行上列之任務,漁會員工之質與量扮演極重要之角色。近十餘年來,從國際經貿環境與兩岸關係的變化到近海漁業資源的枯竭,鄉村的漁業勞動人口逐漸地被都市的二級產業與服務業所吸收,從而造成嚴重的年輕人口外移,漁村人口老化及漁民所得偏低之現象。部分漁會所經營之經濟及金融事業亦發生經營不善的現象,其政治性、社會性及教育性之功能因受經費與人力的限制,執行成效亦受到質疑。政府為了維繫漁會經營體質及漁村環境的安定,遂有提出漁會人力資源評估之構想,盼能藉此改善漁會員工之福利,從薪資給予基準、績效獎金核發標準、以及員工退休、資遣等,提出有效可行方案,進而提升漁會員工素質,藉此&#24378;化漁會的經營體質與競爭力。 基此,本研究將針對漁會的人事管理制度進行探討與評估,評估方向包括:(1)研究漁會員工退休、資遣、撫恤金之給予制度,提出退休比照勞工退休新制改採可攜式個人帳&#25143;之可行性,並提出可行方案。(2)比較漁會與其他類以公私立機構有關薪點之計算基準及績獎金之核發標準,並將制定可行之薪點計算及績獎金之核發方案。同時藉由次級資料及問卷調查,彙整漁會員工及各界之意見。最後作出可行性政策建議,以供漁會及主管單位參考。 <br> Abstract: The fisherman’s association in Taiwan has been set up at the end of nineteen century, and has gone through several evolutions since then. Currently, this association consists of one national office and 39 local branches, and has nearly 390 thousand members and 1900 employees. According to the law of fisherman’s association, the main activities of fisherman’s association are to enhance fisherman’s skills and knowledge, to improve the piscatorial incomes and productivity, and to promote the modernization of fishery and fishing villages. Over the last two decades, the changes in economic and political environment and the drain on inshore fishing resources severely damage piscatorial incomes and push young labors out of fishery and fishing villages. Moreover, some of the credit institutions held by fisherman’s association faced harsh financial problems. In order to perform a successful task, both the qualities and quantities of employees of fisherman’s association become the major concerns for the policy makers. How to attract educated young labors working in this association, and how to provide enough incentive for the existing employees become important issues for the fisherman’s association. The purpose of this study is to investigate the human resource management of fisherman’s association in Taiwan. The contents of this investigation have twofold. First of all, we examine the current pension plan and layoff plan for the employees of fishermen’s association. The new public pension reform legislation with individual account had been introduced to private sector in Taiwan since 2005. Unfortunately, the employees of fishermen’s association are not applied. We evaluate and propose a feasible pension plan with individual account for the employees of fishermen’s association.
