2014-01-222024-05-16https://scholars.lib.ntu.edu.tw/handle/123456789/668159摘要:本計畫針對台灣地區的空氣品質預報作業進行系統之研發與維護,並提供作業上必要的協助。完成與進行中的工作內容包括 主要工作包括: 一、協助環保署運轉數值動力預報模式,改進動力模式預報能力 (一)協助本署運轉中國大陸沙塵動力預報系統及本土揚塵動力預報系統,確保系統功能正常。 (二)執行單位需備援中國大陸沙塵動力模式及本土沙塵動力模式,遇有作業系統或環境異常能立即進行備援系統操作與監控運轉,確保預報資訊完整性。 (三)評估分析不同動力預報模式平行運轉模擬的結果,並進行高污染事件日與沙塵事件個案分析。 二、整合空氣品質預報系統資訊,提供本署預報參考 (一)於中國大陸沙塵活躍期間(1-5月及11-12月)及本土沙塵好發季節(7~12月),協助環保署整合分析沙塵預報資訊,以供環保署沙塵預警決策參考。 (二)支援及提供沙塵預警諮詢,出席沙塵預警諮詢會議。 (三)收集利用氣象局提供之資料,提供及支援本署預報決策參考。 三、強化空氣品質預報輔助系統 (一)派專人駐署1人(至少二專級第九年以上),全年協助本署整合分析主客觀空氣品質預報資訊。 (二)改進執行中的預報及模擬作業程序、文件,提交本署並進行技術訓練。 (三)配合及協助本署模式使用主機之移機相關作業,包括模式遷移、測試及資安保密等。 四、提升細懸浮微粒(PM2.5)預報能力及PM2.5監測數據與衛星觀測數據比較分析 (一)提升動力模式模擬PM2.5預報之能力。 (二)衛星觀測資料與模式模擬結果比較。 (三)持續改進PM2.5預報之方法。 五、空氣品質不良及沙塵事件對不同性別人口之分析 (一)沙塵事件對不同性別之影響分析。 (二)空氣品質不良對不同性別之影響分析。 本計劃工作以維持系統運轉、改善現有系統預報能力提高預警的正確性,以及發展新的預報工具,並提供駐署人員與專家諮詢以提高環保署對於空氣品質正確預報的能力。 <br> Abstract: The purpose of this project is to maintain forecasting systems to facilitate daily forecast of air quality over the Taiwan area. The main completed and ongoing works include: (1) Maintain and operate the numerical forecasting model of Environmental Protection Administration (EPA) in the current year. (2) To set up the numerical forecasting system backup prevent the operating interrupt. Completed the dust forecasting performance assessment. (3) Analyze the seriously polluted events and compared the model simulation results with the monitoring data. (4) Continue to setup for the workstation operating and to set and maintain the dynamic forecasting simulation system. (5) Provide special-duty manpower to integrate and analyze the dust forecasting information and offer the referral for the EPA dust storm forecasting warming decision. (6) Project coordinate director join the Mainland China dust event forecasting examining meeting and provide the expert opinion to EPA. (7) Provide special-duty manpower to assist EPA in organizing CWB’s data for daily forecasts of air pollution. (8) To check and adjustment the statistical method used in auxiliary air quality forecast system and make the preliminary tests which is based on the statistical site monitoring data to offer the possibility of statistical forecasting for the cities and countries forecasting. (9) Held educational and technique trainingin EPA. (10) Questionnaire survey on the topics of the air pollution impacts for the men and women.
