2009-07-222024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/654939摘要:1. 緣起: 知識志工、寰宇外交 外交部於98年首度推動「國際青年大使交流計畫」,委託臺灣大學、政治大學、輔仁大學籌組6個團隊,於暑假期間分別前往吉里巴斯、馬紹爾群島、諾魯、帛琉、索羅門群島、吐瓦魯6個太平洋友邦訪問,並於當地高中辦理2星期的營隊活動,與當地青年進行文化交流。 2. 規畫構想: 交流 (exchanges)、探索 (inquires) 與研究 (researches) 本計畫以知識為基礎,從五個面向:(a) 社會生活與活動; (b)人與環境; (c) 家庭結構與關係; (d) 主題地圖繪製; (e) 全球與當地間的互動意圖達到(1) 促進索羅門群島及馬紹爾群島與台灣之間的文化交流; (2) 對索羅門群島及馬紹爾群島做為南島文化之一的相關議題探索; (3) 對索羅門群島及馬紹爾群島與台灣做綜合的比較研究的目標 3. 執行過程: 室內工作坊、戶外調查、深度訪談、參與觀察 為了達成以上構想解,本計劃在馬紹爾群島實際的作法是以室內的工作坊( indoor workshops) 為基礎,進行各類主題拋磚引玉式互動教學。如台大介紹台灣父系社會運作與民住民對土地概念,馬紹爾學生分享當地母系社會運作以及他們對土地使用的概念。 而在所羅門群島也是實施文化交流課程,課程內容涵括中文教學、科學實作水火箭、中華武術、聯合國簡介、全球暖化議題探討、以及雙方的傳統歌謠、樂器、舞蹈、民俗技藝等。透過講課、表演、教學、討論、實作及遊戲等形式,進行雙方文化之交流。 4. 未來展望: “跨領域” 與 “跨界” 知識交流,成為台灣外交軟實力的新可能 太平洋地區國際青年大使交流計劃說明民間青年大使外交的活動確實可以是: 以知識為基礎,透過 “跨領域 (inter-disciplinary) ” 與 “跨界 (cross-border) ” 等方式來完成。亦即台灣學子在海外身體力行文康交流同時,可以進而從事更多深度探訪與研究活動,作為下一階段民間與文化外交的基礎。 未來希望可以有機會讓台灣與邦交國在青年大使的架構下,進行更多以知識為基礎的長期與穩定交流、探索與研究,共同讓 “知識” ,成為未來台灣擴展民間外交軟實力的新可能性。 <br> Abstract: This year the Ministry of Foreign Affairs organized a program called “Youth Ambassador Program”, inviting National Taiwan University, Chengchi University, and Fujen University to send 6 groups of students and teachers to Kiribati, Marshall Islands, Nauru, Palau, Solomon Islands, and Tuvalu, to hold two-week long camps, exchanging Taiwanese culture with local student. In the spirit of volunteerism, this group undertook to demonstrate the role that youth ambassadors can play. Through a mutual sharing of knowledge, we aimed to help Marshallese and Solomon students have a fuller understanding of Taiwan while we gained a better understanding of Marshall and Solomon Islands that we could take back and share with Taiwan society. A series of activities were designed for Marshallese and Solomon students that would introduce them to Taiwan at the same time as helping them to see the Marshall and Solomon Islands from different perspectives. This was by no means an easy task, a difficulty that was compounded by the fact that English was to be the language of interaction. But over the course of the two weeks that we had to prepare, we were able to ready ourselves for the task by helping each other and through constant communication. With the assistance of Taiwan’s ambassador to the country, we were able to rapidly familiarize ourselves with the environs. The warm welcome that we received from students there on our first meeting made us look forward with anticipation to the activities we had prepared. These included teaching students how to use genealogical software and Google Earth so that they could digitally plot their kinship trees and living environments, and comparing the spatial arrangement of homes and communities between countries. We can only begin to express the rewards that we took away from this program. Now, we look forward to being able to incorporate some of the knowledge we gained through this exchange in the form of a website and further research for use by the people of Taiwan, Marshall Islands and Solomon Islands.
