2011-04-142024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/658151摘要：台灣地區老人遭受虐待、疏忽、遺棄之案例逐漸增加，且有相當多的黑數，迫切需要國內的老人政策、實務、以及研究領域人員給予更多的關注。有鑑於老人保護需求的增加，以及老人福利法對於社政、衛政、警政、民政司法及其他民間提供老人福利服務的專業工作者的責任通報規範，本研究期待能發展出一套適合老人福利、醫療照護、治安維護、社區照顧等實務領域工作人員使用，且具有信、效度的老人保護評估系統，提供具體而有操作型定義的評估工具，協助實務工作人員提升其敏感度與評估能力，並能更精準、更容易地去執行老人保護可能案例的發掘、篩檢、評估與處遇（case finding, screening, assessment, and intervention）。本研究目的包含：一、收集美國、加拿大、香港、歐盟、日本、新加坡等國家推展老人保護工作經驗及評估工具；二、瞭解台灣各縣市老人保護工作評估工具使用情形，包括評估量表、危險指標、及工作流程等；三、提出適合我國國情之老人保護工作評估工具、指標及操作方式之建議，及研擬相關作業模式；四、依據本研究所發展之評估系統進行至少一個縣市之實地操作模擬；五、提出適合台灣老人保護網絡工作者使用之具體作業模式。研究計畫採用多元研究訪法如文獻分析、問卷調查、焦點團體、以及專家信、效度檢測。 <br> Abstract: Reports of elder abuse, neglect, and abandonment have been increasing in Taiwan. In a family-oriented society and culture like Taiwan, this phenomenon calls for immediate attention and research. The Elder Welfare Law regulates social workers (social service providers), medical professionals (health care providers), police, judges and legal service providers, and local civil servants to act as ‘gate keepers’ of elder abuse system and report any suspicious or actual abuse cases. However, current case finding and reporting practice seems quite chaotic, which may contribute to the low rate of elder abuse among all the abuse cases. This research intends to develop a set of valid and reliable assessment instruments for elder abuse to help the allied professionals and civil servants comply with the legal reporting regulations of the law. The instruments shall be clearly defined and easily applied so to facilitate case finding, screening, assessment, and intervention. The purposes of the research include: (1) to collect international experiences in utilizing assessment instruments for elder abuse; (2) to study the actual practice in assessing elder abuse on the county level and collect the instruments and protocols being used; (3) to develop a set of valid and reliable assessment instruments for elder abuse; (4) to test the validity and reliability of the proposed instruments in at least one county; (5) to suggest protocols for future collaboration among various professionals.
