2020-01-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/664753摘要：為了改善農村社區凋零和減緩農村人口外移情況，2010年立法通過「農村再生條例」方案，藉以透過農村社區民眾的實際參與和課程訓練，活絡農村社區和創造農村就業機會，發展出一個結合「生產、生活、生態」的新型態農村產業。雖然目前關於農村再生計畫的學術文獻為數不少，但大多以空間規劃、環境景觀或是居民參與等觀點出發，且研究方式大多仰賴於質性分析，甚少文獻是以經濟量化分析方式來進行。 本計畫主要的研究目的在於評估農村再生計畫的政策實行成效，將利用嚴謹的經濟計量分析方式，探討農村再生計畫對農家經濟的影響。本計畫預計以兩年時間來完成，第一年研究議題著重於農家勞動力，探討農村再生計畫實行後對農家勞動力的影響，第二年計畫以休閒農業議題為主，探討農村再生計畫對農家參與休閒農業的意願和參與程度。 本研究主要特色有以下兩點：第一、本研究預計建構一個結合公部門關於農村計畫和大型農家經濟調查的數據資料，第二、本研究探討議題屬於跨領域研究，結合鄉村社區發展、農業經濟以及休閒農業。<br> Abstract: To ease the old aged farm structure and emigration of farm communities, the Rural Rejuvenation Plan was implemented in 2010 in Taiwan. The objective of this act aims to increase employee opportunity through the participation of the local residents to training programs in the farm community. Although there is a considerable body of literature on rural rejuvenation plan, most of the available evidence focuses on rural planning and environmental protection. In addition, these studies rely on qualitative approach. On contrast, very little quantitative evidence has been found on this research topic. The main objective of this study is to provide a solid econometric analysis to examine the impacts of the rural rejuvenation plan on farm labor supply and the participation of the local residents to agritourism activities. We plan to proceed this project in two years. The first year project will estimate the impacts of the plan on the labor supply of the farm household members, while the second year will focus on the effects of the plan on local residents’ participation to agritourism business. Two unique features set this project apart from previous studies. First, we will construct a unique dataset that compiles information of the administrative record of the rural rejuvenation plan and a large-scale farm household survey.
