2020-01-012024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/661323摘要：《生物多樣性公約》自1993年生效以來，持續透過邀請締約方依據《公約》整體的目標與策略計畫，訂定與更新國家層級的生物多樣性目標、策略與行動計畫(National Biodiversity Strategy and Action Plans, NBSAP)，並撰寫繳交國家報告(National Report, NR)以說明國內生物多樣性的狀況、該國根據NBSAP為達成《公約》整體目標而採取的措施以及這些措施的成效。截至目前《生物多樣性公約》的締約方已完成六份國家報告。我國行政院雖於2001年通過並正式起推動《生物多樣性推動方案》，並於2007年與2015年陸續依據《2010生物多樣性目標》與《2011-2020生物多樣性策略計畫及愛知生物多樣性目標》滾動修正我國生物多樣性策略與行動計畫的內容，且在保育與永續利用基因、物種、生態系多樣性上有諸多成果，然而至今尚未依據《公約》規劃的內容撰寫過國家報告，也未系統化地整理國家報告所需的資料。 此外，《公約》2011-2020策略計畫與愛知生物多樣性目標的執行期限即將屆滿，並將於2020年第15屆締約方大會提出2020年後(post-2020)整體目標與策略計畫，我國亦須據以檢討與更新我國生物多樣性策略與行動計畫。因此本計畫之總目標即在：(一)依照《生物多樣性公約》第六版國家報告格式，於109年12月完成我國生物多樣性國家報告之編撰，(二)依照《生物多樣性公約》2020年後之目標與策略計畫，於110年12月更新我國生物多樣性國家策略與行動計畫。其中，本(109)年度之主要工作為完成國家報告之資料分析與撰寫，並追蹤《生物多樣性公約》2020後策略與計畫框架之進展與內容，以利更新我國生物多樣性國家策略與行動計畫。<br> Abstract: Since entering into force in 1993, the Convention on Biological Diversity (CBD) has continued to invite its parties to develop and update their national biodiversity targets, strategies and action plans (National Biodiversity and Strategy Action Plans, NBSAP) in accordance with the targets and strategic plan of the CBD, and write National Reports (NR) to illustrate the state of biodiversity in each country, the measures taken by the country under NBSAP to achieve the targets of the CBD, and the effectiveness of these measures. To date, parties to the CBD have completed six national reports. Although our Executive Yuan adopted and officially launched the Biodiversity Implementation Programme in 2001, revised and updated our NBSAP according to the 2010 Biodiversity Target and the 2011-2020 Biodiversity Strategic Plan and the Aichi Biodiversity Target of the CBD in 2007 and 2015, respectively. and there are many achievements in conservation and sustainable use of genetic, species and ecosystem diversity, but no national report has been written according to the template provided by the CBD, nor has the data required for national reporting been systematically collated. In addition, the implementation deadline for the 2011-2020 Strategic Plan of the CBD and the Aichi Biodiversity Target is approaching, and the post-2020 goals and strategic plan will be presented at the 15th Conference of the Parties in 2020, we must review and update our NBSAP accordingly. Therefore, the aims of this present project are: (1) to complete the compilation of our national report on biodiversity by December 2020, in accordance with the format of the sixth national report format of the CBD, and (2) to provide a revised and updated draft of the NBSAP in accordance with the objectives and strategic plans for the post-2020 period of the CBD by December 2021. Specifically, the goals of this (2020) year are to complete data analysis and drafting of our national report on biodiversity and keep track of the development of post-2020 global biodiversity framework to facilitate the revision of our NBSAP accordingly.生物多樣性國家報告策略計畫Biodiversitynational reportstrategy and action plan
