2014-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/652975摘要：農業預算配置影響施政成效，故有必要對我國農業預算及預算資源配置做檢討；目前我國農業預算有很大比例用於農業補貼，而這些補貼對農業部門所產生的支持水準有評估之必要。長久以來，我國農業部門面臨農家所得偏低、農業依存度低、經營規模偏小、農民高齡化、農業結構調整緩慢、農業生產成本偏高等問題；而在全球區域經濟整合趨勢，以及未來我國可能簽訂跨太平洋戰略經濟夥伴協定(TPP)等區域貿易協定之情況下，將使我國農業部門經歷另一波自由化之衝擊。檢討現行農業政策及農業預算結構，採取適當農業所得支持及農業結構調整政策以提高農民所得及提升農業競爭力，有其必要性。本研究目的如下：檢討我國農業預算、預算資源配置與農業政策之關聯及對農業之影響，並根據農業政策目標對預算資源配置提出建議；以OECD之農業支持評估模型為基礎估算台灣歷年農業支持水準(PSE等)及名目保護率(NRA)，並將估算出來之結果與各國支持水準做比較；探討農業政策對農業所得之影響並分析農業所得支持政策之調整對農產品價格及相關產業可能之影響；持續彙整主要國家農業所得支持政策之發展趨勢及動態；做為研擬農業所得支持措施及農業結構調整措施以提升農民所得及農業競爭力。此外本研究亦將配合委辦單位因應自由化之需求提供農業所得支持政策相關議題之即時性政策諮詢服務。<br> Abstract: Agriculture budget allocation affects the policy effectiveness, therefore, it is necessary to do a review on our agriculture funding and budget resource allocation. Nowadays, a great proportion of agriculture budget is used as farm support, and the support level of these subsidies needs evaluation. For a long period of time, our farm sector faces challenges such as low farm income, low agriculture dependency, small farming scale, aging farmers, slow agriculture structure changing, high production cost, etc. On the other hand, facing the situation of the global trend of region economic integration and the possibility of signing the regional trade agreement, such as TPP, farm sector will go through another impact on free trade. To go over the agriculture policy and farm budget structure, it is necessary that government takes appropriate measures to improve farm income and strengthen farm competitiveness. The objective of this study is firstly, to do a review on agriculture budget, and budget resource allocation and which impact on some farm policies, and to provide suggestions to policy goal and budget resources distribution. Secondly, to calculate PSE and NRA based on OECD agriculture support model, and use the result to compare with other countries so as to discuss the impact of agriculture policy on farm income and to analyze the effect on farm support to production price and other farm business. Thirdly, to collect and integrate the developing trend of major national agriculture income supporting policy. Lastly, to provide measures on farm income support policy and agriculture structure improvement, in order to improve farm income and farm competitiveness.
