Most important of all, TQM means quality service. However, these are concepts largely unfamiliar to libraries but which seem to have strong potential to offer new insights and strategies in library management. This paper attempts to expound the theoretical advantages of TQM and the barriers of its application in U.S. libraries.en-US全面品質管理持續改進責任承擔Total Quality ManagementContinuous ImprovementCommitment美國圖書館全面品質管理的內涵與發展上的障礙The Content of U .S.
