2009-11-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/710058摘要：2009年8月8日，莫拉克颱風肆虐南台灣。根據國家災害防救科技中心統計，截至9月8日為止，莫拉克颱風總計造成619人死亡，76人失蹤。 面對颱風、水災、水資源運用等氣象變化趨向劇烈、難測，從災害初期的緊急救援，到評估災後居民的需求與問題、落實重建服務計畫，整合社區資源提供服務，都再再考驗社會工作者的專業能力。 社會工作者扮演著災區重建的重要角色，無論公部門或民間部門對於災變的預防與補救，對災變的寶貴經驗需要分享、傳承與整理，從經驗法則中尋找面對災變的管理，讓社會工作能夠再一次面對未來災變的挑戰。 因為災難現場的諸多特性，使得政府介入災害管理充斥著極大的壓力與現制。整體而言，災難的規模越大、災害複雜的程度越高，變異模式越大，越不具備決策的慣例模式，造成政府失靈的情況將越嚴重。 災後的復原與重建重點在於生活的安置與心靈的復原，此時社會工作者扮演重要的角色深入災區執行任務，所扮演的是一種多重的角色，包含政策執行者、直接服務者、團隊工作者或諮商者。根據八八水災聯盟(2009)表示，災變服務中社會工作者主要的功能包含：提供受災者及其家屬支持、協助個人連結資源，並增加多元資源的近便性、防止受災者及其家屬出現更嚴重的身心健康問題、預防個人、家庭、團體、組織或社區瓦解、促進受災民眾的福祉等。 鑒於災害為生活中不可避免的一部份，同時災變管理成為近年政府與社會工作所應重視的議題之一。本研討會預計達成下列目的： 1. 探討災害救助及其運作模式。 2.探討政府與民間部門災變管理的角色、定位與互動模式。 3.探討災變管理對社會工作教育的意義與影響。 4.提出對災後重建政策規劃與落實之建議 。 5.討論災後重建面臨的重要議題，提供政策參考。 6.分享重大災變的服務經驗、角色與社會服務執行模式。<br> Abstract: Typhoon Morakot destructed Taiwan on August 8th. Up to now, at least 619 people are killed and 76 people are still missing in this calamity. Many NGOs and social workers involved in providing social services and cooperated with governments to help the victims of disaster. Social workers have their own roles in each stage of disaster management cycle. From preparedness plans to recovery plans, social workers took responsibilities for helping victims, implementing the recovery projects, reorganizing resources and empowering to local communities in disaster management. Indeed disaster management must base on the collaboration among government, NGOs, and social workers. Duo to the key role of the social workers in every stage of disaster management, their experiences need to be shared and to help to face next disaster and to achieve better disaster management experience. There are at least three uncertain factors including state uncertainty, effect uncertainty and response uncertainty to paralyze government actions. Social worker works with individuals, families, groups, organizations and communities in disaster to provide basic and useful social services for those who need assistants. According to 88 Alliance, social workers play several important roles including provide supports for victims in disaster, integrate all of social resources, prevent mental and psychological illness, maintain basic functions of families and communities, and improve the welfare of wellbeing in disaster area. Not only governments but also social workers need to share their practices, experiences and insights to deal with the possible calamity in the future.
