That is, the social welfare services are in charge of services until the services are no longer helpful and juveniles will be referred to courts. For the juvenile detention center, one of their statutory duties is to perform classification and assessment at the in-take stage. To implement this new legal revision, a thorough and valid pre-service, pre-trial and detention center in-take assessment/evaluation on juveniles’ protective and risk factors and needs is necessary. There is also a need for the government to develop juvenile justice and delinquency data indicators. The aim of this research is to develop a new assessment tool for above purposes and to provide the government a new framework of juvenile justice and delinquency data indicators by using part of the information from individual assessment reports. The research will analyze about 150-200 the existing juvenile pre-trail individual reports, conduct a juvenile probation officers’ focus group meeting, as well as to re-examine government data indicators and to analyze literatures in UK, USA (ie. NY) and Japan. Furth results will be presented and discusses.
