2023-03-082024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/653278各淨零排放策略與我國相關關鍵技術之研發與其預期減碳貢獻具高度關聯,然我國目前對於農業各種淨零手段貢獻之掌握程度相當低,且應合理推估各種策略或措施之減碳量,確定短/中/長期執行路逕與目標。因此,如何有效鏈結現有政策與執行中之科技綱要計畫相當重要,並應將各綱要計畫成果回饋至我國溫室氣體排放清冊中,以彰顯農業部門對於我國淨零目標之實質貢獻。本案擬解決問題包括:我國農業部門淨零排放四大主軸,其下各項策略與措施應持續精進,滾動修正以符合國際趨勢與現況,並瞭解其對於我國溫室氣體合理減排程度;我國農業淨零與碳匯綱要計畫應需建立一績效評核架構與計算方法,以明確反映各計畫對我國溫室氣體之合理減量程度及其貢獻度。有鑑於此,本專案之重要工作項目包括:蒐研國外農業部門淨零排放重要施政方向與策略,彙整淨零執行路徑及淨零排放目標值;彙整國內外關鍵淨零策略之技術數據(例如排放/減量係數等),建立符合我國關鍵淨零技術資料庫;推估我國農業部門各淨零策略之合理減碳貢獻量,研擬我國農業部門淨零排放策略精進方向與整合路徑規劃。 Each net-zero emission strategy is highly related to the research and development of relevant key technologies and its expected contribution to the reduction of greenhouse gases (GHGs). However, our current understanding of the contribution of various net-zero agricultural practices is still quite limited. In order to determine short/medium/long-term execution paths and goals, the GHGs reduction of various strategies or measures should be reasonably estimated. In other words, effective linkage of the existing agricultural GHGs reduction policies with the implementation of the science and technology plan is extremely important. The results of each technical plans should be fed back to the Greenhouse Gas Emission Inventory (published by Environmental Protection Administration of Taiwan ROC) to demonstrate the substantial contribution of the agricultural sector to national net-zero goals. We currently still have several research gaps to be solved. For instance, the four main axes of the agricultural sector’s net-zero emissions by COA, and the strategies and measures under them should be continuously refined and revised on a rolling basis to conform to international trends and current conditions in Taiwan. Also, it is important to understand the extent to which they can reasonably reduce GHG emissions in Taiwan. One notable case is that the net-zero and/or enhanced carbon sink plans should establish a performance evaluation framework and calculation methodology to clearly reflect the reasonable reduction extent, and their contributions of GHG reduction. Therefore, the taskforces of this project are (1) to review international important policy directions and strategies for net-zero emissions in agricultural sectors, and to compile international net-zero implementation paths and net-zero emission target values; (2) to compile technical data of key net-zero strategies from international or local representative studies (e.g., emission factor, reduction coefficients), and to establish a database of key net-zero technologies in line with the current status of Taiwan; (3) to calculate the reasonable GHG reduction contribution of each net-zero strategy in Taiwan’s agricultural sector, and to propose the integrated directions and paths for planning future agricultural sector’s net-zero emission strategy.農業部門淨零排放策略精進與整合路徑規劃
